COBOL not suitable for writing OS, but you can nevertheless see the types of issues just looking at the pain operating system writers have going from various endian (high, low, mixed) platforms and from 32 to 64 bit. Those kind of things must be dealt with at low level like OS or device driver, but at higher level for business apps there are languages that eliminate troubles.
For a more modern alternative, at least in something like the JVM, everything is VERY well defined and predictable. Not that I'm a big fan of Java as it's still mostly warmed over c++ concepts, but it's going in the right direction for powerful structures.
