I wonder if that percentage would correspond to real-life too! Considering the demography of the people visiting BBC for news. Within UK, we can say it is true. But, outside UK, we have to consider that people who visit a site like BBC would be more inclined to use FF. Conversely, people more inclined to use IE (and support it against FF) could not be visiting BBC in the firstplace. Just my opinion.

It will probably be something like what yahoo and hotmal do. When Yahoo introduced localised addresses, they did not move the existing users. Only new users were given the localised addresses based on the country selected during sign-up.

this could not happen for 3 reasons
    1) Most of these countries are dependent on USA. We would be shooting ourselves in our foot if we put any senctions against them
    2) Other than USA, there is no other market that can mop up all the goods produced in the world
    3) Consensus can never be achieved over such an issue - just see what happened when Brazil, Germany, Japan and India tried to expand the UNSC. Atleast one country (outside g4) opposed atleast one of these 4 countries.

"Don't work in cubicles, ever." The one time I worked in a cubicle, it was not only hard to concentrate over the noise, but you lacked privacy and it seemed Big Brother was watching you, plus it also seemed like you were valued less, this was a step down from my offices of past. It did help you not work and chat to your neighbour instead though.... Nice one management.
    1) How many 'offices' can you provide in an office? Does everybody get one?
    2) Cubicles are not for filtering out noises. They are only to prevent people from staring over your shoulder into your computer screen. The alternative is to work old-style, in a room full of desks. Would you prefer that?

The issue is not of sending it out of the USA. It is about having 'control' over it. You have have it in the moon and still let it be under USA's control. You can have it within USA and not let the government control it, like Tyco's undersea cables now owned by VSNL of India.
