It's more than possible, it's easy (disclaimer, I do not own an apple laptop). From what I heard, you just mute the laptop, and if you shut it down while it's muted, the startup sound will not play.
I would assume that time machine acts within a few seconds of what you do, like spotlight (I've seen an apple store demo where a guy saved a file in word and 3 seconds later, the OS found that file using spotlight after a search)
Here 60 km (35-40mph) in town is normal. America it is 25-30mph. On country roads 100km is normal (60mph) here. There its more like 45mph. Here highways are at least 120km or more (dependin on country, 80mph+). In America 55mph is common East Coast. 65mph others. Tops is 75mph in big empty states.
