Another option is to run your own XMPP server, which can at least guarantee that conversations on that server are safe, but not necessarily those with people on other servers.
They have updated apps such as Google Maps without an OS update. I don't see why they *couldn't* update the browser, other than the fact your version of Android may not run it (through fault of OEMs, carriers and Google allowing the fragmentation).
This is one of the reasons I do not 100% trust a package manager. Sure, it is more secure than downloading from a random site, but there is very little stopping an upstream security issue (or even malicious author) from making it into the mirrors, and I don't trust that all distro developers are checking that the hashes match either.
