    You see this in patent lawsuits also. The supposed owner of a technology will not sue until the supposed infringemer has proven that there is a market or has revenues which can be seized through litigation.

    Unless you have an absolute and utter need to stamp out any risk of peering, there is not much need to undertake the effort to do spam filters, maintaining a server, and using bandwidth. With free spop and google apps to use you own domain name, no much convinces me to use anything else

    The difference is that the buses are mobile. Whereas the traffic/CCTV cameras are stationary.
