The reason for the high rates is that with a no credit check loan, payback rates are lower than traditional bank loans. So in order to be profitable, the rates are higher to cover those who default.
If a person doesn't have previously established credit, they are forced to take out this kind of loan. Out of curiosity, what interest rate would be legal and what rate illegal? How are you going to enforce this?
