While I'm not a physicist, astro-physicist, astronomer, or have any real knowledge in the field (hey, if I'm wrong, at least I admit and accept it) - I remember reading somewhere that for low level radiation, things like certain types of clay can stop such low level radiation. Am I the only one thinking NASA wants to use the lunar dirt for at least partial shielding of a base?
Also, a base being slightly set below ground level, and even better covered by dirt, would decrease the tempurature (IIRC, this is one of the basic reasons for doing so with home-building in deserts here on Earth)...
Aside from the serious stuff, I think NASA just wants to be able to say "All your base are belong to us!" before anybody else gets a lunar base.
Which this "external connector" would likely be connected to a solar plant. You can only launch such a big solar panel on one rocket, and even if they intend on having a large scale farm of solar panels, they would likely only launch a small plant at first, which is the most these 'bots can count on until further notice...

They were reluctant as hell to approve funding on the mission(s) to repair the Hubble - thats *repair* not send up another, which I would assume would be cheaper. So if it was a miracle to get a repair mission authorized, why would they approve even more money to send 2 up when they would be just as fine with letting the Hubble die and not send up any kind of replacement, next-gen 'scope or using technology older than the Hubble...

While it might be a small overall percentage, how many people have you heard that either dual boot to Windows for the sole purpose of gaming or would switch to Mac or Linux except that their games don't work? I wouldn't doubt for a bit that there are people who have been using Linux for over 5 years, and loved playing games before they switched, how many of those people *wouldn't* go and buy your game if it worked on their OS of choice?

I'm not sure about newer consoles like the Gamecube and Wii, but as far as I've always known, there are hardly any 3rd party development houses (compared to how many there are for Sony and MS). So the way I understand this is that somebody is trying to look at the differences of profit between 1st party dev house(s) and 3rd party dev houses as absolute numbers, and then trying to say that because there are only a few 3rd party houses, 3rd party dev houses in general make less profit...
IIRC GAIM/Pidjin states its major reason for not allowing mini-window skins (winamp/xmms style) is that it would allow for skin makers to remove options that people helping to troubleshoot (IRC channels, forums, helpdesks, etc) - while I'd sure as hell like a choice, if some idiot user stumbles into it and the skin takes menu options away, how is a helpdesk supposed to know? Allowing for skins might make things look better, but for the idiot users, it would make things a support nightmare...
