So in the United States there are various 'classes' of votes depending on the population density of the state where they are cast. So if that is the case then the US should stop the telling the rest o the world that they are a truly democratic society with one vote per person and each person being equal, at least until they vote.
In a democratic republic, the people vote directly for a 'leader', one person one vote. In the United States they do not. They vote for an unknown faceless group of people, The Electorial College, who then vote for the leader.
The Electorial College, was implimented by the founding fathers because they felt the public was not educated enough, not of the right class really, to be trusted to vote for the best leader. Recent Electoral College choices it seems have proven them wrong.
That is the definition of cooperation. you give a little, I give a little. Of course the US is quite with in its rights to build a wall around itself and remove itself from the world comunity. Just don't come crying to us when your economy fails because no one will trade with you.
The popular police drama comes to mind with this, I just got to get the software they use. However, the worst, best ?, I ever say was in "Enemy of the State" when the techie is able to change the point of view of a recorded video image to see behind a person in order to see what he is slipping into the hero's bag. At that point I just got up and left the room.
When they do sign it their economy will still be 'fucked' because the US government will not enforce the agreement unless the US benifits. For an example check out the Softwood Lumber dispute between Canada and the US. Canada had to pay the $1 Billion (US), yes one billion dollars, to the the US goverment and their lumber intrests just to get them to drop illigal duties, found illigal by all FTA tribulas, the WTO and the US federal courts. http://www.cbc.ca/news/background/softwood_lumber/
Modem airliners are fly by wire. Soon they will be fly by air (radio), and of course it will be shielded and encrypted so that extraneous noise does not interfere with it. But, some crack pot terrorist will come up with the idea (ala liquid binary explosives) that if he had a scanner build into his laptop he could use it on the plane to locate the frequency and then use code cracking software to decode packets and then take over the controls of the plane and fly it into a building. They will be caught, some politically appointed "terrorist expert" will panic, not bothering to ask a technically competent person, say a high school electronics teacher, if it is 'practically and operationally ' possible in a "real world environment". Then the next thing you know all laptops, cell phones, PDA's, hand held game consoles, radios, hearing aids, pacemakers etc... will be banned.
So you have this wifi in the airports but you can't use it because the computer you are using could be a bomb or used to trigger a bomb or used to tell someone else to trigger the bomb or used at a particulare tramsmition frequency to interferre wiith the aircraft controls aor even to take over the controls and fly said plane into a building. So giving free wifi is great and the costs are minimal because no one is allowed a computer in the airport to use it.
They will just start paying big business big bucks to build co2 scrubbers for the air. Then every one will be happy. Companies get government pork, polititions get kick backs/contributions and people get fresh air and screwed at the same time.
What I don't understand is why they just do not build a modular 'space bus' from uploaded sections using todays heavy lift vehicle's. Then use the current Soyus/Progress system to transfer crew/fuel/supplies/equipment back and forth. With the occasional new module again using the current heavy lift stuff. That way your missions would not be constrained by how much a single heavy launch vehicle could get off the ground. Not only that but the entire program would be sped up and be international in scope with each player doing what they do best.
Unless lawyers are paid by the state, like doctors in Canada, they cannot be considered officers of the court who's job it is to represent your rights before said court. Once they accept payment from a client, either actual or pending, they become no more that hired sales consultants peddaling their clients version of the truth.
I would have thought that the phrase "That is basicly a zero sum game in regards to the ocean level." would have denoted the rise in sea level relative to the overall average deapth of the ocean would not be that significant, only several meters. Equivelent to very high tides or storm serges. As opposed to the major increase that would occur when the land locked ice caps melt.

The problem with global warming is not the melting of ice bergs and ice sheets over the oceans. That is basicly a zero sum game in regards to the ocean level..The problem arrises when the Greenland and Antaritc ice caps melt and then all that 'additional water' ( flows into the oceans causing them to rise several hundred meters. That is the problem.
Actually mixing volitile liquids is a lot more complicated and harder that just pouring liquid A into bottle B. It is hard enough to do in controled conditions (been there done that) let alone in a moving aircraft.
