You can get a "Firebox" VPN/Firewall/Router pretty cheap on ebay. They are running about $75.00US for the Firebox 1200/2. The "/2" part means it has 2 WAN ports and you can load balance across both, it is setup to be redundant, so if one goes down, it moves all traffic to the other automagically. I use one and it works like a champ. There are more expensive solutions, and probably "Roll your own" solutions, but as most of us know, that can provide months and months of aggravation!
I know...you don't really want to learn to use a router, however, your need for QOS (or want) determines that you need further education and a much better router. That said, you should give Vyatta a shot. It works really well in this type of application, and of course, is open source and there is a free (community) version.

I ran an ISP for several years, and now I run a hosting company. We provide email via Zimbra on Grid based servers. Using the grid has eliminated hardware bottlenecks and using Zimbra has eliminated issues with email. When I owned the ISP email was the bane of our existence. If the server went down, EVERYONE screamed like little gurlz yelling about how they depended on our free email to do business. My infamous quote was...if you depend on email to do business, you need a business class email server, not some free add on provided by your hosting company or ISP.
Have you actually used their services? It cost me $18.00 per day to run a single instance of CentOS 5.x with approx 1 core and a gig of ram. I can do MUCH better, not to mention that unless you subscribe to S3 services as well, you lose your data anytime you have to reboot. Granted the scaling is great, and the availability of resources at your whim is a wonder, but be prepared to pay for it, it is NOT cheaper than a dedicated server if you run it 24/7.
I worked for a energy (natural gas) company, and we used these quite alot at remote sites in LA. where there was not even dial up. Of course when you go to SSL or use a VPN connection, it will slow down due to the type of compression used, but it works very well nearly anywhere.

Barracuda costs about $800.00 US. They do a great job, and you can delegate the releasing or deleting to your users. It has a decent web interface, and with a little training, you can go on to other more important things.
