So it makes it a lot easier for chemicals to neter the food chain since many animals would eat fish or drink water that's contaminated with microbeads. And these are chemicals that would otherwise either dissipate or disintegrate from the water treatment cycle or UV rays outside.
But where would this 'plant' put it, especially when it dies? Should it have other 'plants' bury it so in 50 million years our dinosaurs mutant children will have clean coal to burn?

The examples you are mentionning are organisers requesting the help of law enforcement agencies, and therefore asked to foot the bill. In this case the agency is forcing the ISPs to comply through law AND is charging them for it. Doesn't sound like the same at all to me.
