There are projects whose documentation is exactly like this. They are full of great (and useful) detail about how the parts work but there is no place that explains how the whole project works at a general level and how to get it off the ground.
That's because the general assumption, in this case, is that the reader already knows how to fly planes in general, and only needs the specifics for this model.
Of course, given the number of coders whose training consisted solely of rote memorization, this assumption is provably wrong. That leads to the sorry state the IT industry is in now, and why I'm very glad I'm training to get my CDL and drive a truck.
Except there is no "future" here. THIS problem is fully resolved. No one was harmed. No one will be harmed.

Uber is dependent on people using their own cars. Most people don't have wheelchair accessible cars, and those who do aren't likely to be willing to use that vehicle to drive some random stranger around.
If the Equal Rights Center is that upset, perhaps they can provide vehicles and drivers and create their own service instead of pointing fingers and filing lawsuits.
Yet Another Voice Assistant, that I have no intention of using. I'm satisfied with my Galaxy S5 that I'm running rooted Lollipop on. I'm going to check out LG or BLU for the replacement once this finally gives out. At least they don't have one a voice assistant...at least, not one that I know of.
This is a common misconception about the Presidential election.
The Senate and the Presidency were never meant to be elected directly by the people. In fact, the original process was for the State Legislators to select the Senate members for the State. Likewise, the election for the Presidency was to be done at the State level. That's why the Electoral College exists; to ensure that the person who gets the most State votes wins, and so that every region of the nation has a roughly equal voice. If this was not the case, all it would take is for someone to win the majority of the 8 largest cities, leaving entire regions of the country effectively voiceless when it comes to selecting the President.
Instead of one national election, think 50 State elections.
It's a shame that there weren't more shooters, and that they weren't going after EVERY congresscritter, "Democrat" or "Republican". They, along with the corrupt Presidential administration, all need to be taken out back and shot. I'd even suggest including the Clinton campaign's folks for good measure. Then the nation needs to split into at least 2-3 smaller independent nations. That way the Christian theocrats can have their version of Sharia Law, the Libertarians can have their minimal-government free-fire zone, and the rest of us can try to move forward.
But no, since the "GOP" was the target, we're stuck with the same bitter divisiveness we've been seeing for the last few Presidential administrations.
Face it, our grand experiment with representative democracy is dead. It failed.
Between the extensive gerrymandering, the corporate ownership of both the "Democrats" and "Republicans" and the general bias against third parties, there's really no way that the average American citizen has any voice in the Federal government.
Until and unless We The People take matters into our own hands, I see no real reason for us to even discuss the actions of the nation's "leaders".
The question is; What are you going to do about it? Sitting online and complaining is going to do exactly squat.
The way I see it, there are two different groups in this nation. The first group sees that there is a major problem, although most don't realize the full extent of the problem. They want to see significant changes, but lack the tools to properly address the situation. Many members of this group lack the willingness to use the needed tools, even if they were provided. The second group has the needed tools and has demonstrated the willingness to use them. However, they don't think that there is a problem, or that change is needed right now.
I don't know what's going to happen over the next year or so, but somehow I think we'll look back on this as "before everything went completely to hell."
The H-1B program is almost always used to replace local workers with lower-paid imported contractors. The next step is for the work to be sent offshore.
It sounds to me like you're not okay with outsiders "trying to delegitimize our system of government -- our society -- by attacking our sovereignty", but if our own political parties do the same thing by rigging primary elections it's fine with you.
You do realize that Linux is also run on servers, right?
Also, many of those servers don't have desktop environments and don't generally have random USB drives attached to them.
SystemD may or may not be suitable for the average laptop/desktop system. It is entirely unsuitable for servers, and I don't see how server operators can allow using it while maintaining relevant privacy and security certifications, particularly in the Medical and Financial sectors.
