There is no such thing as a reliable laptop. Ignore those Mac fans that say otherwise. What would they know? Mac fans buy new every time Apple says to anyway! There is no time for anything to go bad!
Just get a really nice desktop and an always on internet connection. Also, get unlimitted data on your phone, and a tether app. Get a decent tablet, an integrated keyboard/case for it and a bluetooth mouse. Note - Apple products do not count as decent tablets for your purposes. Apple is too controling to let you use a mouse!
You will want that mouse because what you are going to do is access that desktop by remote desktop or VNC. There ya go! A system that is reliable. Laptops are not!
No. with a free developers account you can compile on X-code and run in an emulator. To actually get the app onto your device you will have to pay for their $100/year developer account.
That all of course is not even including the price of actually purchasing a Mac.

They just don't have the torque to get a job done well, they take forever to charge and you are lucky if you finish before the battery runs out. The only exception that I know of is chorded electric hedge trimmers. But.. it is so easy to accidentally cut the cord. I actually prefer plain shears!

I don't need HD to watch some old TV show on Netflix that was recorded in SD originally anyway! My daughter certainly doesn't need it to watch a cartoon that doesn't even have pixel sized features! And.. if it's a choice between not watching or watching a low res video I'll take the low res video if I am watching for the purpose of enjoying the story.
Now.. if we are talking about something that one watches only for the awesome CGI explosions or for the T&A that is a different story...

You need to buy a case? No you don't! Kids enjoy simple woodworking projects. Make a wooden case. No skills, tools or still to expensive? Just cut some holes for wires in a cardboard box. Maybe even the box the Pi came in! You shouldn't be demanding pretty when you come asking for cheap! Just stick to functional and you will be ok.
Peripherals? Well.. I assume the display is the family TV. Otherwise I don't even know how you got it down to $70! Hand me downs.. thrift shops... garage sales... worst case just go ask around local businesses. I bet many of them have closets they would be happy to free up some space in!

Any organism could carry a gene that is rare but was inheritted from some other many generations past. Does one even have to have the last copy of the gene in existance to reduce diversity by dying? One less of a rare gene may still be more than zero but it reduces the possiblity that the gene will be propogated in the future. There is a reason we don't wait until an animal population is down to one male and one female before putting them on the endangered species list.
