Upgrading a system to install windows 8 instead of windows XP is very difficult for unqualified people and will require almost the same installation time than Ubuntu and will probably have more driver issues than ubuntu (ubuntu works better on old hardware than recent windows).
I must admit that it is difficult to find qualified people on ubuntu.
I have already teached math to pupils of 17yo. The most classical theme was the study of a function, but in most of the subjects, the questions are badly phrased and disturbing. My strategy was to teach them how to study a function with only the function as input (without the questions). And when they have understood how to do this, study the different wording of questions and how thy match what they have already understood.
In mathematics, I think the program should first understand the equations, then try to understand the text.

I fully second this. When I was 18, I was reading complex technical documentation in english but was completely unable to have an oral discussion, even writing english was very difficult. Now, I work regularly with foreign people (in english). I still find discussing ideas in english a lot more painful than in my native language.
Concerning translation of development tools, I prefer to have the tools in english, but I know people who really prefer to have them in their native language.

I think that software seller should stop their EULA craziness and comply with good trade laws. When a society negotiates a license to use a software, it is a very different business than a usual consumer who buys a software or a game in a supermarket. Laws should be there to protect consumers. When I buy Microsoft Office, I own it, I have the right to decompile it to learn how to use Windows API. If Microsoft Office makes my computer burn, Microsoft shall be responsible. Of course I do not have the right to copy it and to sell copies, but it is the same as with any other object I buy.
I have learned linux in 92 on a 486dx33 with 16 Mo RAM and 120 Mo hard disk. It was really fun. At that time drawing a rectangular text window did not require and expensive 3D graphical card.
All the newer computers at my society have the win7 license sticker (because new computer have that by default), but they are all reinstalled with windows xp pro.
I am pretty sure many societies have the same policy and are probably (I guess) not correctly counted in the statistic.

Archos G9 windows tablet is not ARM. It is intel poulsbo. You are confusing with Archos 101 G9.
I have an ARCHOS G9 windows 7 tablet. It was very slow when I bought it. Now, it is almost unusable.
