Have you looked at the recent Intermag / MMM conferences? They're flooded with papers on magnetic RAM and a lot of "classic" techniques from the 70's are being relooked at;)
Like so many other engineering problems, you probaby have less variables to work with than constraints. This = over-constrained design problem. Up the ante to 300% and something else almost certainly suffers.
Heck, you see this situation with some as "simple" to design as a plain 'ol op-amp, let alone a whole friggin' plane.;)
I recently switched to Office 2007 on XP32 (free from my institute's MSDNAA) and have not noticed ribbon getting in my way. It still willingly accepts all my old Office 2000 keyboard shortcut sequences...
You could always cool the dominant noise source; of course, that would suck up additional power.
We also do already have noise-shaping techniques (PWM / sigma-delta) to move the noise out of the bandwidth region of interest...

- Running a Core 2 E6420 @ 3.5GHz on an Arctic Freezer 7 Pro. Besides, you can sell the stock cooler (it's worth ~$5 - $10).
Just beefed up the 'ol media server / HTPC with 8x 750GB Seagates (got great deals on 'em). Holds vid caps, FLACs (~18K songs), family photos and other misc vids (game / movie trailers, etc.) Still have room for another 6 drives.

Some of these might already run in Vista as I haven't had the time to tinker with it.
