    Folks hate change, but everybody loves something new. So instead of fixing their old crappy computers or installing Linux, I give them a new netbook/chromebook running some kind of Linux. They immediately start to use the new shiny one and I never get any support calls, since the machines just work and keep working, year after year.

    No it is a useless tool, since they will never have a squad car in a convenient position to do anything about anything. A far better system is having scanners in every squad car. That way an officer gets a flag the moment there is a suspect car directly in front of him and then he can immediately do something about it. That also avoids having the movent of every citizen monitored illegally without warrants all the time.

    Housing - exactly. In most of Africa, housing is basically free, since they steal the building materials and the electricity, coal or oil. That is the main diff between say Alabama and Nigeria.
