Nice ASCII art. The problem with putting cute things in space is that it will degrade quite rapidly. Any volatiles boil off faster and plastics - even (consumer grade) nylon - shrinks in space. Eventually it cracks up and falls apart. All that happens much faster than down on the surface. So plastics designed for space is different and more expensive.
You either need to know someone on the inside who will hand your resume to the right person, or you got to use that old dot matrix printer in your basement and print your own certs and transcripts for some obscure foreign college.
The reason the European emissions is not down so much, is because Europe has been using gas for electricity production and heating long before the USA started to modernize.
If you have ever been to Africa, or just watched CNN or BBC a little bit, then you'd realize that Africa doesn't have anything to lose. Africa is just one big shit hole with a permanent case of dysentry.
Here are a few thoughts for you:
1. Periodic Ice Ages. The last one was 11,000 years ago. The earth is still warming up towards 'normal'. What we have now, is not normal yet. The cavemen must have burned a helluvalot of wood to bring the last ice age to an end...
2. Layered coal seams. Each seam represents a period of 150 to 200 million years of fern covered swamps. We are now in a cold period, before the next coal seam will be created.
3. Medieval mini ice age. The earth is still colder than it was during the height of the Roman empire, when people produced wine in England.
4. The earth is mostly covered with water and most of the land is desert. Humans only mess with a small percentage of the earth's surface and in those areas, we mostly replace wild grass with special grass, bisons with cows, boar with pigs, birds with chickens etc. Farming is controlled by the climate and farmers only produce what will grow in that particular area - they don't really change anything, while the surface area covered by cities is very small indeed.
5. Radiation is related to the square of the temperature difference. If you heat the atmosphere slightly, heat is radiated faster into space.
6. What caused those hot swampy periods? Dinosaur farts?
7. Climate change is real, but man has precious little to do with it, if anything.

So would you rather die from malnutrition and cholera at the age of 30 in Uganda, or from heart disease due too much rich food at the age of 75 in America?
No, actually, the rational people do not agree on what needs to be done or even whether anything needs to be done. It is only the irrational people that agree that extreme and possibly quite useless things need to be done.
Rational people look at the facts that the earth is still cooler than before the medieval cold spell and that the temperature increase halted for the last 15 years, while irrational people do not want to be confused by these facts.
Of course, since the NSA is spying on almost everybody, almost everybody are terrorists. These water police just make sure that the rest of the populace don't fall through the cracks.
