Also, if you've ever talked on a GSM cell phone for an extended time you might similarly have felt a headache on one side of your brain. Only happened to me with GSM (TDMA) though, never with CDMA.

It does when transferring to 911 trunks in other PSAPs but my understanding is (in the states I am familiar with) that highway patrol does not receive it. In fact, I'm not particularly confident HP gets e911/w911 data at all, even on direct dialed 7/10 digit calls.
Then again highway patrol is almost definitely not the PSAP for the area, (except if you're in CA) so the call was probably transferred from the PSAP to HP, so they didn't get any wph2 data.
