I write software for a company that deals in building controls middleware that recently branched out in to end-user power management software for buildings. Not so long ago, we engineers had a rather fierce battle with the CTO over precisely this point.
He insisted that a critical feature of the software had to be the ability to control arbitrary building controls via an unsecured, public-facing web service. The fact was lost on him that, should all of a medium-sized building's controls be cycled simultaneously, the local grid could very well collapse. Eventually he was overridden, but barely.
Rest assured that the engineers are not, in fact, complete morons. Just the executives.
Electioneering laws typically mandate that polling places be free of campaigning activity. When I go to vote, people with signs and fliers and t-shirts have a 50-foot perimeter, beyond which they can't go.
Actually, it's the store-credit provision that lends credence to the "anti-theft" proposition. When I worked at a local cd/game shop, we offered either store credit or cash (less 15% of the credit value). Thieves, who were (as previously stated) entirely obvious. When they would try to sell their stolen merchandise, they invariably asked for cash.
I mean, what thief, however stupid, wants to be obligated to return to the scene of the crime in order to profit from it?

I'm surprised that the man who spearheaded the development of the mouse would produce such an unnavigable system; you can't even scroll down with the arrow keys!

Perhaps there is an OPC driver available for your meters? Then you can use your skills as a dev to read the meter's binary output directly!
