This may be slightly redundant but I'm expanding. At best, the forger's work could be considered a derivative work. It was mentioned that the forger, however, while claiming copyright, is making his work from a goverment designed document. There can be no copyright protection on a government work.

I really can't tell why this was modded troll. While certainly not eloquent, my comment was in response to this blatant abuse of the copyright system. The fair use doctrine is perhaps the most important aspect of copyright protection. Without it, we couldn't have peer review of scientific articles, book or movie reviews, or even have teachers give out handouts in schools.
Wiley, in trying to hide behind this sacred doctrine, was attempting to commit a most egregious act. It incited anger (much like RIAA but possibly worse) and well, if that was a troll, then mod me down.
I would love to see this thing go to trial and watch the judge bitch-slap Wiley and their attorneys around for bringing what would be a frivilous lawsuit. They should, although I'm not completely certain, get slapped with attorney's fees as well as punative damages. What assholes.

I went to a small, private university and even as far back as 1998, they were filtering huge amounts of content. I was taking a gross anatomy course and the filtering software wouldn't even let me look up anything to do with genital anatomy. Vulva was even blocked.
Regarding.mp3 blocking, the IT people said that because of the way they got their T1 lines onto campus, they could be held liable for any impropriety that went on inside their domains. Does anyone know if that's a load of crap or not?
