If the mother was just 'three feet' from her child when it happened, didn't she notice her climbing up on to the table and struggling with the heavy metal gun? He just happened to be investigating a prowler?
I'm not saying this wasn't an accident but perhaps the adults were more involved than they claim. If I was the police I would be pushing them a bit harder. Ultimately though, what difference does it make.

If he asked "How can I stop my house being burgled?" and you said, "Without a full alarm, CCTV and patrol system, don't even bother. Leave it to the professionals."
Some others might see some practical value in suggesting, "Maybe lock your door at night."
My opinion in this situation is first to take what advice you can and do something yourself as soon as possible (since any extra security is better than nothing). Next, as you suggested and when he has the resources to employ someone to do it properly, seek professional help. Simply doing nothing until he can do it properly sounds a bit dangerous.
The problem is that the type of teenagers we're talking about aren't guitar playing hippie creative types. These kids hang around drinking and taking drugs late in to the night... oh wait.
As you probably already know, there are loads of other more mundane ways to instigate an earthquake. This wired article is quite interesting. To summarise:

You might want to come up with a few good reasons (other than just the ones you stated above) for doing a clean-room re-write of the damn thing. This might give you a chance to give the users something better than they already have or that interfaces better with other systems in your enterprise. It's a long shot but doing the requirements gathering and developing it yourself might be more fun than just learning it through reading. Good luck!
We had two different tutors and the paper was hand written. I was trying to imply that one guy just marked it more harshly rather than two guys getting to gether and solving the riddle. You could be right though.
In university my friend and I worked together on the same assignment. We were in different tutor groups so we believed it wouldn't be detectable. Indeed it wasn't but he got 80/100 and I got 40/100! Mother f$@%^&. It's not like I could complain about it but my friend thoroughly enjoyed it.
Of course an empty threat. You would think they would have learned from what happened to their neighbouring country that even empty threats lead to severe trouble.
And let's no forget, it's an 'opportunity' to rebuy all your MP3's as MusicDNA. You know, the ones that replaced your CDs that replaced your tapes that replace your vinyl.
Maybe becuase of the lack of visual contact you have to think more intently about the language you use while on the phone, even if it's subconcious thought. So even even if you are only listening, your language 'processing' for want of a better word, is still in 'phone' mode which requires more bandwidth.
The driver might even spend time imagining or filling in how the other person is gesturing or what their facial expressions might be, again possibly unconciously. Conversely, a passenger in the car could pick up visual cues from the driver, even if the driver doesn't look directly at the passenger.
All this might change the dynamic of the process. I'm just hypothesizing though...
