I believe his point was that the RoR code he produced was better (very vague here) as compared to his existing PHP codebase not solely because of the language but also because in comparing to his old PHP code, he'd learned better ways of doing things over the years. The point is that a piece of code you write after 5 years of experience is better than the first piece of code you ever wrote - the language may change but the quality has much more to do with your experience as a programmer.

If the argument is true, then it is true that the argument is a logical fallacy - which contradicts the assumption that the argument is true.
