They have to be incredibly cheap and there are no GSM technologies cheaper than a simple FM radio. There are technical limitations too - GSM only works up to about 5km, above that they will likely fail. Sondes usually fly to about 30km.
These are not difficult to get now, except if you order from RS. They're the only supplier that has failed to deliver one within a week. CPC and Farnell are pushing them out pretty quickly now. Not sure about Maplin.
JPEG does do Huffman coding, or less commonly arithmetic coding.

I've gotten one from a couple of different sellers now, the only one who so far hasn't delivered is RS. All the rest have been very quick.
