Re:Wrong, not if it is done correctlyGlad someone else from Freddy was happy to boast our city WiFi coverage, which I think is a well implemented program with a nice expansion strategy. It was exactly what I thought of when I saw the article headline.
The late 2004 image on your link doesn't show the increased coverage that was implemented in the 2005 expansion. A fully updated coverage map can be found at http://www.fred-ezone.ca/ which also has a support forum so you can see what some typical obstacles are.

Similar service in Fredericton
My city (Fredericton, N.B., Canada) has had a similar service in place for a couple of years now. The network does not yet cover the entire city, but I believe that they're gradually working up to full coverage.
One thing I find annoying is that while officials are bragging about how 'forward thinking' and 'progressive' Fredericton is, there are wide gaps in the residential areas of downtown, while almost entirely useless spots like the river are entirely covered. -

it's not city-wide, yet, but i believe that is their goal.

Fredericton, my home has been running and expanding it's free WiFi for the last few years. Cisco just did a film showcasing the work. For the record, both cable and DSL are offered by paid services in the city. AFAIK the free wifi has not affect them too much and if anything as maybe prompted them to offer much faster speeds to compete.

They should get local business to participate, they could share the cost, and make it more avilable to end users. That's what they do in my city. I don't think that the argument about not trying because it didn't work in Orlando is too valid. Where I live we've had free city-wide wireless for a few years, and it's used quite a bit. Not only by people surfing with their laptops, but also with people using handheld devices. They configure them to synch their email wirelessly, and they are then able to have email connectivity similar to a blackberry, only for free.
I think the reason that the project failed in Orlando was because it wasn't advertised very well. Here, they've been advertising like mad to let everyone know about the service. Also they've got Businesses sponsoring it, and they've been constantly expanding the connection area. The service is actually so good, I'm considering cancelling my High-speed cable service, and switching entirely to the free WiFi.
