Re:So who is to blame?
serious work done making sure that all phases of the workflows creating systems "that have the potential to cause human casualty or death" are secure and error free.
Well some companies are indeed building tracks to begin neural net training live. Additionally, there's been enough failures and near misses from other car companies to begin edge testing as well.
Additionally, map makers are now refocusing on a new emerging market of maps for self driving cars. These maps differ from the typical on-line map in that they need typical pattern usage of a given intersection or piece of road that initial algorithms create too many edge cases for. Good example might be the 65/440 split in Nashville where I've seen map cars out there going over and over the exact same spot. Apparently it's confusing to self driving cars.
I think some companies are nearing the peek of the Dunning-Kruger chart and realizing that this problem is a lot harder than they expected. However, there is a lot of money if someone gets the self driving car right and so where in other ventures that peak would mean the end of research, the potential profits are driving some past the peak into the long valley.
I definitely echo your sentiment in that more testing to harden the product is needed and I think a few folks early on knew that (BMW, Ford, etc...). I think that Uber and Tesla might be going too fast, too soon on their implementations.

Exactly the 'RL' stands for resource locator almost by definition it should not obscure where something is going or where it will come from.
I know there are some legitimate uses for shorteners; when you need to stuff an URL into a QR code or a SMS message etc. The reality is though its avenue for abuse is greater than its avenue for use.
We tell users think / look before you click and than give them URLs that are opaque. Not good...
Thanks to living in a world where LetsDecrypt has basically destroyed any notion of responsible behavior by certificate issuers these shorteners are even more dangerous. You might have noticed that '0' isn't a capital O or that turkish 'i' in a link you hovered over in my phish mail and you never would have typed it without realizing; but there is virtually no chance you'll catch it in the URL bar (which chrome/FF probably won't even show you!) after you have clicked https://goo.gl/asdf43tjix

I work in one of the affected urban areas
91748 zip code not far from downtown Los Angeles. It's unincorporated - informally called Rowland Heights, but not a city. Services are provided by the county government (Los Angeles County). It's fairly close to Newegg's HQ (City of Industry) so by no means is it in the sticks. The county awarded Verizon the local phone monopoly, and Time Warner the local cable monopoly. Large portions of the community are low-income, so Time Warner never bothered laying out cable to many areas.
Verizon was thus left with an internet monopoly for a large percentage of the population. Since there was no competition, they opted to simply leave the existing phone infrastructure in place and rape everyone for Internet access. The maximum DSL speed available was 3 Mbps, but that was only possible with about 1 in 10 phone lines. Most lines could only get 1.5 Mbps at best. Verizon charged $30/mo for 768/128 kbps, $40/mo for 1 Mbps/256 kbps, $50/mo for 1.5 Mbps/384kbps, and if you were fortunate to have one of the phone lines which were capable of it, you could pay $70/mo for 3 Mbps/768 kbps. Those were best case speeds too. The phone lines were so old and full of noise that service was spotty and would often go in and out like a poor wireless connection. For comparison, the lowest priced Internet I saw in neighboring cities was about $20/mo (rising to $24/mo recently) for 6 Mbps DSL.
This was the situation from about 2002-2016. Not once did Verizon use any of the money they were making hand over fist from their zero investment in infrastructure to upgrade the phone lines or roll out FIOS (which was available a couple miles to the east in Walnut). In 2016 they sold their phone service contract to Frontier, who kept the prices the same yet somehow managed to make service worse. Now instead of the service sucking when the phone lines experience noise, it simply stops working entirely. Residents and business tenants I talk to frequently end up accessing the Internet on their phones. (Sprint upgraded a tower recently so 4G cellular Internet became an option a couple years ago if you could cope with the price and data cap.)
After the Time Warner / Charter merger, the new company - Spectrum - has been much more aggressive about expanding service. I dunno if this is due to government regulators setting conditions for their merger, or if Spectrum just as a different philosophy about service coverage. But since 2017, 100 Mbps cable Internet is finally becoming an option in many parts of this zip code. Many of the businesses owners I talk to didn't just switch their Internet to Spectrum, but also their phone service as well - Verizon/Frontier's price gouging also extended to phone service. One doctor I spoke to recently was paying Frontier over $300/mo for 4 phone lines + 1.5 Mbps Internet.
These government-granted service monopolies really need to be prohibited. -
Re:Sounds like a CYA distraction statement
While we don't have all the details on why Caltrans hadn't reset/repaired the crash attenuator yet, it doesn't sound like they should bear much or any of the liability here.
The attenuator is a safety device that no one should have hit - it wasn't like a giant pothole in the middle of the road that people were swerving around and that Caltrans didn't fix promptly. Caltrans simply can't fix every such device immediately and keep the road closed until the repair is completed. They have some sort of policy on repair times and contingencies and if they followed the policy and the policy isn't irrational, they should be immune from lawsuits. They didn't cause this accident (the cause of this accident was some combination of Tesla and the driver) and Caltrans can't be liable for every time someone runs off the road and there isn't a giant airbag to catch them harmlessly.
At this particular location, to safely (for workers and motorists) repair/reset the attenuator, I think they would have had to shut down the left two lanes (the exit lane and the 'thru' lane) on a heavily traveled freeway while the repair was done (and by the "Caltrans is responsible" logic, UNTIL it is repaired - perhaps adding many hours before a crew can get to it). If so, just the act of shutting down these lanes for repair makes the road less safe for ordinary drivers who would never hit the barrier because of the extra merging and slowdown. To shut down those two lanes requires CHP and probably would need to start the process of "coning off" the lanes over a mile back. All of the activities would be more dangerous in the rain (both to workers and to motorists navigating the area) so it's understandable that Caltrans would delay this repair if needed to avoid rainstorms. It is also understandable that they would consider the primary purpose of the freeway -- to transport people and goods -- and try to minimize the impact on that use of the road (so, perhaps, do the repair at night when traffic is light and be least impacted).

Re:This particular quote is interesting ....
That's from an editorial in Mother Jones about 5 years back which made a big splash on the Internet, but didn't provide much evidence (mainly it just asserted the correlation was strong enough to be irrefutable).
A perusal of recent research on the topic turns up this recent JAMA paper which concluded that after controlling for childhood socioeconomic status, "Findings failed to support a dose-response association between BLL and consequential criminal offending." That would suggest that it's growing up in poverty which leads to future criminal behavior. And indeed if you look at the historical poverty rate, it dropped substantially right around 1970, around the time leaded gasoline began being phased out. And if you compare poverty rate by race, you find that the two races with the highest crime rates (black and hispanic) also have the highest childhood poverty rates.
This study which states "The consequences of lead exposure for later crime are theoretically compelling, but direct evidence from representative, longitudinal samples is sparse," reaches pretty much the same conclusion, but may be more useful as it provides direct links to other Google Scholar papers on the topic.
This isn't to say lead is safe. It's known to depress IQ, and though the link with future criminal behavior is weak, it is more strongly linked to antisocial behavior and delinquency. Just that the "irrefutable" link between leaded gasoline and crime presented in the Mother Jones article may in fact just have been a random correlation, not causation. -
Re:More to come
News images show debris investigation about 400 feet south of the intersection with Curry. There, the median had a lot of tall bushes (and of course "no pedestrians/use crosswalk" signs). Tempe PD say the victim was crossing from west to east when she was struct by the northbound Uber. See street view.
-
Re:Missing Details
Looking at news images where they were investigating the southernmost debris, I believe the victim was struct 400 feet south of the crosswalk at E Curry Rd. The news images of the Uber & bicycle were taken about 200 feet north of that. I believe she was struck near the southeast leg of the "Big X" in the Median, see Google Map.

Re:Oh no: facts
Indeed, the is a "no pedestrians/use crosswalk" sign in the median of N. Mill Ave. directly across from where the crash investigation was going on.

My reading list and I agree with you, it may not be the opposite but its much more complex than the simple representation of 'dont throttle', the set of rules implemented in 2015 to 2017 being repealed didn't break anything, and if it gets reworked in a way that doesn't negatively effect small groups/companies who want big pipes(amongst other problems with NN that are never talked about) like that set of rules was causing then it will work out better in the end.

Re:Net Neutrality...
And in case someone doesn't get it, I am for some version of NN but not the one imposed in 2015, and not some other one imposed because of a shrill 'the internets are dying' panic. It needs to be worked on some more.
(not my list I can figure out where I got it if anyone cares) The last item was a particularly interesting debate with good discussion:

Re:Net Neutrality...
And in case someone doesn't get it, I am for some version of NN but not the one imposed in 2015, and not some other one imposed because of a shrill 'the internets are dying' panic. It needs to be worked on some more.
