This is an issue between China and the United States, it's not a 'Cold War mentality' when you're keeping tabs on threats to you. Every country does it. The fear here is that China is dipping into/forcing a civilian base to partake in information warfare. If we were writing this report about being afraid of China for it's pool of computer science resources, we would be much more afraid of India--the largest pool of information technology.
I seriously doubt that China is "forcing" civilians to participate. There's crazy nationalists willing to whatever it for the "greater good" as they see it in every country. The United Kingdom, Germany, even the United States.Nationalism is on the upswing in China, especially with the youth. Even if the segment of the self-mobilized population is same fraction of any other country, then there still would be more in China.
Never underestimate the will of some crazy to try to take matters into his own hands.

...would be that this makes it easy for rednecks and CEOs to hand over their PINs to the GOP, then blacks and union members can give theirs to the DNC, while the pock-faced greenpeacer at the health food store sends it to the Green party. Weeks before the election we will already know who wins based on who has the largest collection of proxy votes in hand.
That's the way proxy votes come out in business, there is rarely any suspense about how it will come out because everyone knows before hand who has the blocks of proxy votes needed. Also, you would expect a new PIN for each election, but if you signed up for the right program, each of your PINs could be delivered straight to the party headquarters of your choice.
Many states with lotteries already do something like this. Sign up and have your same favorite numbers played every week and charged against your credit card. Voluntary taxation made easy.
Any technology distinguishable from magic is not suficiently advanced. -

Does the UN have time to investigate every application for a .org domain? What is a fitting organization anyway? Is the Holy Land Foundation for Relief and Development a fitting organization? What about the Benevolence International Foundation or Hezbollah? Are the Nazi, Socialist, Communist, or Republican parties fitting?It is meant for non-profits.[typo corrected]

You're obviously confused.
Read this and this. Then, you'll see that your impression of libertarianism is quite misguided.
In short (in case you'd rather not follow those links), Libertarians are for open borders and privatizing the educational system. The former is pretty much self explanatory, and the latter would ensure that my money won't go to churches if I don't want it to (and I don't).
Perhaps you were thinking of these guys instead?
