Climate Change is Making Hurricanes Even More Destructive, Research Finds (theguardian.com)
Hurricane Harvey swamped Houston with seven days of pounding rain last August. When scientists went back to look at historical weather patterns, they reported Harvey dumped 20 percent more rain than it typically would have. The culprit: climate change. From a report: High-resolution climate simulations of 15 tropical cyclones in the Atlantic, Pacific and Indian Oceans found that warming in the ocean and atmosphere increased rainfall by between 5% and 10%, although wind speeds remained largely unchanged. This situation is set to worsen under future anticipated warming, however. Researchers found that if little is done to constrain greenhouse gas emissions and the world warms by 3C to 4C this century then hurricane rainfall could increase by a third, while wind speeds would be boosted by as much as 25 knots.
"Climate change has exacerbated rainfall and is set to enhance the wind speed," said Christina Patricola, who undertook the study with her Lawrence Berkeley National Laboratory colleague Michael Wehner. "My hope is that this information can be used to improve our resilience to the kinds of extreme weather events we are going to have in the future." The research, published in the journal Nature, used climate models to see how factors such as air and ocean temperatures have influenced hurricanes. Projections into the future were then made, based upon various levels of planetary warming. The findings suggest that enormously destructive storms have already been bolstered by climate change and similar events in the future are on course to be cataclysmic. -
How Llamas Could Help Us Fight the Flu (pbs.org)
An anonymous reader quotes a report from PBS: Researchers now think they're on the path to a new kind of flu protection -- one that might last longer and work against all types of influenza viruses. The source of their new defense: llamas. These furry South American mammals produce special antibodies -- molecules that mark foreign invaders in our bodies for destruction -- that can identify a huge range of elusive influenza viruses. A new study used these antibodies to target multiple strains of influenza at once, a technique that could lead to more effective flu prevention. These antibodies can survive without refrigeration for longer, which could reduce the cost and complexity of flu treatment.
The researchers behind Thursday's study fused four different single-domain antibodies into one larger molecule, held together with a human protein as a scaffold. When they injected this hybrid into mice, the antibodies kept the animals safe from a wide variety of influenza type A and type B viruses -- the two most common assailants in America's annual flu epidemic. This hybrid seemed to successfully target each of the five flu strains they tested. When the researchers injected mice with their hybrid antibody, it protected the mice from lethal doses of the flu. But the paper also explored another route of delivery: gene therapy. The researchers used a benign virus -- dubbed AAV -- to embed the genetic blueprint of the llama antibodies directly into mouse cells. This procedure allowed the mice to produce the antibodies on their own. -
America Braces For Daylight Saving Time - And Missing Medical Records (usatoday.com)
"One hundred years after Congress passed the first daylight saving legislation, more and more people are doubting the wisdom of changing the clocks," writes PBS, noting that it actually makes Americans use more electricity and consume more gasoline.
"If you can find anyone who supports this, they're probably just trolling you," writes Inc magazine's contributor editor, adding "Literally everyone hates it... It's almost impossible to find anyone who still supports this insane, anachronistic idea, which is leftover from a German coal conservation idea during World War I, and our heck-we'll-try-anything panic during the energy crisis of the 1970s." In fact, one study found that while consumer spending increases a bit at the start of daylight savings, it drops a full 3.5 percent in the wrong direction when it ends. (Which will happen tonight in most U.S. states at 2:00 a.m.)
And now USA Today points out that hospital software "still can't handle daylight saving time: Epic Systems, one of the most popular electronic health records software systems used by hospitals, can delete records or require cumbersome workarounds when clocks are set back for an hour -- prompting many hospitals to opt for paper records for part of the night shift. And it happens every year... Dr. Steven Stack, a past president of the American Medical Association, called the glitches "perplexing" and "unacceptable," considering that hospitals spend millions of dollars on these systems, and Apple and Google seem to have dealt with seasonal time changes long ago...
Carol Hawthorne-Johnson, an intensive care unit nurse in California, said her hospital doesn't shut down the Epic system during the fall time change. But she's come to expect that the vital signs she enters into the system from 1 a.m. to 2 a.m. Sunday will be deleted when the clock falls back to 1 a.m. One hour's worth of electronic record-keeping "is gone," she said. Hospital staff have learned to deal with it by taking extra chart notes by hand... Many hospitals use Cerner, another major electronic medical records company. Those hospitals plan for Cerner to be down during the time change, too. -
In a Crash, Should Self-Driving Cars Save Passengers or Pedestrians? 2 Million People Weigh In (pbs.org)
In what is referred to as the "Moral Machine Experiment", a survey of more than two million people from nearly every country on the planet, people preferred to save humans over animals, young over old, and more people over fewer. From a report: Since 2016, scientists have posed this scenario to folks around the world through the "Moral Machine," an online platform hosted by the Massachusetts Institute of Technology that gauges how humans respond to ethical decisions made by artificial intelligence. On Wednesday, the team behind the Moral Machine released responses from more than two million people spanning 233 countries, dependencies and territories. They found a few universal decisions -- for instance, respondents preferred to save a person over an animal, and young people over older people -- but other responses differed by regional cultures and economic status.
The study's findings offer clues on how to ethically program driverless vehicles based on regional preferences, but the study also highlights underlying diversity issues in the tech industry -- namely that it leaves out voices in the developing world. The Moral Machine uses a quiz to give participants randomly generated sets of 13 questions. Each scenario has two choices: You save the car's passengers or you save the pedestrians. However, the characteristics of the passengers and pedestrians varied randomly -- including by gender, age, social status and physical fitness. What they found: The researchers identified three relatively universal preferences. On average, people wanted: to spare human lives over animals, save more lives over fewer, prioritize young people over old ones. When respondents' preferences did differ, they were highly correlated to cultural and economic differences between countries. For instance, people who were more tolerant of illegal jaywalking tended to be from countries with weaker governance, nations who had a large cultural distance from the U.S. and places that do not value individualism as highly. These distinct cultural preferences could dictate whether a jaywalking pedestrian deserves the same protection as pedestrians crossing the road legally in the event they're hit by a self-driving car. 11-Year-Old Changes Election Results On Florida's Website: Defcon 2018 (pbs.org)
UnknowingFool writes: At this year's DEFCON, a group of 50 children aged 8 to 16 participated in a hack of 13 imitation election websites. One 11-year-old boy changed the voting results in 10 minutes. A 11 year-old-girl was also able to change the voting results in 30 minutes. Overall, more than 30 of the 50 children were able to hack the websites in some form. The so-called "DEFCON Voting Machine Hacking Village" allowed kids the chance to manipulate vote tallies, party names, candidate names and vote count totals. The 11-year-old girl was able to triple the number of votes found on the website in under 15 minutes.
The National Association of Secretaries of State said in a statement that it is "ready to work with civic-minded members of the DEFCON community wanting to become part of a proactive team effort to secure our elections." But the organization expressed skepticism over the hackers' abilities to access the actual state websites. "It would be extremely difficult to replicate these systems since many states utilize unique networks and custom-built databases with new and updated security protocols," it read. "While it is undeniable websites are vulnerable to hackers, election night reporting websites are only used to publish preliminary, unofficial results for the public and the media. The sites are not connected to vote counting equipment and could never change actual election results." -
PSA: NASA's Parker Solar Probe Is Launching Saturday Morning; Here's How To Watch (pbs.org)
In the early hours of Saturday morning, NASA is scheduled to launch the Parker Solar Probe for a seven-year mission to study the sun and its atmosphere. The spacecraft will take off from NASA's Kennedy Space Center in Florida, traveling up to 430,000 miles per hour towards the star -- that will make it the fastest spacecraft ever. Assuming you're reading this story around the time it's published, you still have time to watch the launch via NASA's livestream. The launch window for the Parker Solar Probe opens at 3:33 a.m. ET Saturday, but the exact launch time is unknown.
The New York Times has published a story about Eugene N. Parker, the professor that the spacecraft was named after. It is the first time that NASA has named a mission for a living person. Here's an excerpt from the report: In a foundational paper published in The Astrophysical Journal, Dr. Parker described how charged particles streamed continuously from the sun, like the flow of water spreading outward from a circular fountain. Almost no one believed him. [...] Four years later, Dr. Parker was vindicated when Mariner 2, a NASA spacecraft en route to Venus, measured energetic particles streaming through interplanetary space -- exactly what Dr. Parker had predicted. Scientists now call that stream of particles the solar wind. UPDATE: After several delays, the Sun-chasing probe successfully launched on August 12th at 3:31AM. -
Facebook Finally Discloses Pro-Brexit Ads (techcrunch.com)
"The UK parliament has provided another telling glimpse behind the curtain of Facebook's unregulated ad platform by publishing data on scores of pro-Brexit adverts..." reports TechCrunch, adding that the 2016 ads "were run prior to Facebook having any disclosure rules for political ads. So there was no way for anyone other than each target recipient to know a particular ad existed or who it was being targeted at." An anonymous reader quotes their report: The targeting of the ads was carried out on Facebook's platform by AggregateIQ, a Canadian data firm that has been linked to Cambridge Analytica/SCL... [I]t's not clear how many ad impressions they racked up in all. But total impressions look very sizable. While some of what runs to many thousands of distinctly targeted ads which AIQ distributed via Facebook's platform are listed as only garnering between 0-999 impressions apiece, according to Facebook's data, others racked up far more views. Commonly listed ranges include 50,000 to 99,999 and 100,000 to 199,999 -- with even higher ranges like 2M-4.9M and 5M-9.9M also listed....
The publication of the Brexit ads is, above all, a reminder that online political advertising has been allowed to be a blackhole -- and at times a cesspit -- because cash-rich entities have been able to unaccountably exploit the obscurity of Facebook's systemically dark ad targeting tools for their own ends, and operate in a darkness where only Facebook had oversight (and wasn't exercising any), leaving the public no right of objection let alone reply, despite it being people's lives that are indelibly affected by political outcomes.... The company has been making some voluntary changes to offer a degree of political ad disclosure, as it seeks to stave off regulatory rule. Whether its changes -- which at best offer partial visibility -- will go far enough remains to be seen.
Earlier this month the UK's data watchdog released a report titled "Democracy disrupted?" in which the UK's Information Commissioner recommends an "ethical pause" of political advertising on social media to allow key players "to reflect on their responsibilities in respect to the use of personal data..." And this weekend an interim report from the House of Commons' media committee "said democracy is facing a crisis because the combination of data analysis and social media allows campaigns to target voters with messages of hate without their consent," according to the Associated Press.
"Tech giants like Facebook, which operate in a largely unregulated environment, are complicit because they haven't done enough to protect personal information and remove harmful content, the committee said." -
Open Gov't Advocates Fear that Private Messaging Apps Are Being Misused by Public Officials To Conduct Business in Secret (pbs.org)
The proliferation of digital tools that make text and email messages vanish may be welcome to Americans seeking to guard their privacy. But open government advocates fear they are being misused by public officials to conduct business in secret and evade transparency laws. From a report: Whether communications on those platforms should be part of the public record is a growing but unsettled debate in states across the country. Updates to transparency laws lag behind rapid technological advances, and the public and private personas of state officials overlap on private smartphones and social media accounts. "Those kind of technologies literally undermine, through the technology itself, state open government laws and policies," said Daniel Bevarly, executive director of the National Freedom of Information Coalition. "And they come on top of the misuse of other technologies, like people using their own private email and cellphones to conduct business." Some government officials have argued that public employees should be free to communicate on private, non-governmental cellphones and social media platforms without triggering open records requirements. -
Medicare To Require Hospitals To Post Prices Online (pbs.org)
An anonymous reader quotes a report from PBS: Medicare will require hospitals to post their standard prices online and make electronic medical records more readily available to patients, officials said Tuesday. The program is also starting a comprehensive review of how it will pay for costly new forms of immunotherapy to battle cancer. Hospitals are required to disclose prices publicly, but the latest change would put that information online in machine-readable format that can be easily processed by computers. It may still prove to be confusing to consumers, since standard rates are like list prices and don't reflect what insurers and government programs pay.
Likewise, many health care providers already make computerized records available to patients, but starting in 2021 Medicare would base part of a hospital's payments on how good a job they do. Using electronic medical records remains a cumbersome task, and the Trump administration has invited technology companies to design secure apps that would let patients access their records from all their providers instead of having to go to different portals. Seema Verma, head of the Centers for Medicare and Medicaid Services, also announced Medicare is starting a comprehensive review of how it will pay for a costly new form of immunotherapy called CAR-T. It's an expensive gene therapy that turbocharges a patient's own immune system cells to attack cancer. The cost for such a procedure can exceed $370,000 per patient. -
Large Crack in East African Rift is Evidence of Continent Splitting in Two (pbs.org)
A large crack, stretching several miles, made a sudden appearance recently in south-western Kenya. The tear emerged after heavy rains caused havoc in the nation last month, which also saw neighborhood get flooded and major highways closing off. The downpour also exposed a fault line that geologists now say is evidence that the African continent will split into two over the next tens of millions of years. From a report: The Earth is an ever-changing planet, even though in some respects change might be almost unnoticeable to us. Plate tectonics is a good example of this. But every now and again something dramatic happens and leads to renewed questions about the African continent splitting in two. The Earth's lithosphere (formed by the crust and the upper part of the mantle) is broken up into a number of tectonic plates. These plates are not static, but move relative to each other at varying speeds, "gliding" over a viscous asthenosphere.
[...] The East African Rift Valley stretches over 3,000km from the Gulf of Aden in the north towards Zimbabwe in the south, splitting the African plate into two unequal parts: the Somali and Nubian plates. Activity along the eastern branch of the rift valley, running along Ethiopia, Kenya and Tanzania, became evident when the large crack suddenly appeared in south-western Kenya. When the lithosphere is subject to a horizontal extensional force it will stretch, becoming thinner. Eventually, it will rupture, leading to the formation of a rift valley. This process is accompanied by surface manifestations along the rift valley in the form of volcanism and seismic activity. Rifts are the initial stage of a continental break-up and, if successful, can lead to the formation of a new ocean basin. -

CDC Director Says No Words Are Actually Banned At the CDC (pbs.org)
An anonymous reader quotes a report from PBS: U.S. Centers for Disease Control and Prevention director Dr. Brenda Fitzgerald on Sunday addressed a report that President Donald Trump's administration had banned the CDC from using seven words or phrases in next year's budget documents. The terms are "fetus," "transgender," "vulnerable," "entitlement," "diversity," "evidence-based" and "science-based," according to a story first reported on Friday in The Washington Post. But Fitzgerald said in a series of tweets on Sunday said there are "no banned words," while emphasizing the agency's commitment to data-driven science. "CDC has a long-standing history of making public health and budget decisions that are based on the best available science and data and for the benefit of all people -- and we will continue to do so," she said.
A group of the agency's policy analysts said senior officials at the CDC informed them about the banned words on Thursday, according to the Post's report. In some cases, the analysts were reportedly given replacement phrases to use instead. But in follow-up reporting, The New York Times cited "a few" CDC officials who suggested the move was not meant as an outright ban, but rather, a technique to help secure Republican approval of the 2019 budget by eliminating certain words and phrases. A spokesperson for the Department of Health and Human Services, which oversees the CDC, said the reported decree on banned words was a misrepresentation. -
Degenerative Brain Disease Found In Nearly All Donated NFL Player Brains, Says Study (npr.org)
A new study published Tuesday in the journal American Medical Association found that 110 out of 111 brains of those who played in the NFL had degenerative brain disease chronic traumatic encephalopathy (CTE). NPR reports: In the study, researchers examined the brains of 202 deceased former football players at all levels. Nearly 88 percent of all the brains, 177, had CTE. Three of 14 who had played only in high school had CTE, 48 of 53 college players, 9 of 14 semiprofessional players, and 7 of 8 Canadian Football League players. CTE was not found in the brains of two who played football before high school. According to the study's senior author, Dr. Ann McKee, "this is by far the largest [study] of individuals who developed CTE that has ever been described. And it only includes individuals who are exposed to head trauma by participation in football." A CTE study several years ago by McKee and her colleagues included football players and athletes from other collision sports such as hockey, soccer and rugby. It also examined the brains of military veterans who had suffered head injuries. The study released Tuesday is the continuation of a study that began eight years ago. In 2015, McKee and fellow researchers at the Department of Veterans Affairs and Boston University published study results revealing 87 of 91 former NFL players had CTE. -
US To Create the Independent US Cyber Command, Split Off From NSA (pbs.org)
An anonymous reader quotes a report from PBS: After months of delay, the Trump administration is finalizing plans to revamp the nation's military command for defensive and offensive cyber operations in hopes of intensifying America's ability to wage cyberwar against the Islamic State group and other foes, according to U.S. officials. Under the plans, U.S. Cyber Command would eventually be split off from the intelligence-focused National Security Agency. The goal, they said, is to give U.S. Cyber Command more autonomy, freeing it from any constraints that stem from working alongside the NSA, which is responsible for monitoring and collecting telephone, internet and other intelligence data from around the world -- a responsibility that can sometimes clash with military operations against enemy forces. Making cyber an independent military command will put the fight in digital space on the same footing as more traditional realms of battle on land, in the air, at sea and in space. The move reflects the escalating threat of cyberattacks and intrusions from other nation states, terrorist groups and hackers, and comes as the U.S. faces ever-widening fears about Russian hacking following Moscow's efforts to meddle in the 2016 American election. -
Court Blocks EPA Effort To Suspend Obama-Era Methane Rule (pbs.org)
Michael Biesecker reports via PBS: A federal appeals court in Washington ruled Monday that the head of the Environmental Protection Agency overstepped his authority in trying to delay implementation of a new rule requiring oil and gas companies to monitor and reduce methane leaks. In a split decision, the three-judge panel from the U.S. Court of Appeals for the District of Columbia Circuit ordered the EPA to move forward with the Obama-era requirement that aims to reduce planet-warming emissions from oil and gas operations. EPA Administrator Scott Pruitt announced in April that he would delay by 90 days the deadline for oil and gas companies to follow the new rule, so that the agency could reconsider the measure. Last month, Pruitt announced he intended to extend the 90-day stay for two years. In a detailed 31-page ruling, the court disagreed with Pruitt's contention that industry groups had not had sufficient opportunity to comment before the 2016 rule was enacted. The judges also said Pruitt lacked the legal authority to delay the rule from taking effect. -
RIP, Robert Taylor, The Innovator Who Shaped Modern Computing (sfgate.com)
"Any way you look at it, from kick-starting the Internet to launching the personal computer revolution, Bob Taylor was a key architect of our modern world," says a historian at Stanford's Silicon Valley Archives. An anonymous reader quotes the New York Times: The Internet, like many inventions, was the work of many inventors. But perhaps no one deserves more credit for that world-changing technological leap than Mr. Taylor. The seminal moment of his work came in 1966. He had just taken a new position at the Pentagon -- director of the Information Processing Techniques Office, part of the Advanced Research Projects Agency, known as Arpa -- and on his first day on the job it became immediately obvious to him what the office lacked and what it needed. At the time, Arpa was funding three separate computer research projects and using three separate computer terminals to communicate with them. Mr. Taylor said, No, we need a single computer research network, to connect each project with the others, to enable each to communicate with the others... His idea led to the Arpanet, the forerunner of the Internet.
A half-decade later, at Xerox's storied Palo Alto Research Center, Mr. Taylor was instrumental in another technological breakthrough: funding the design of the Alto computer, which is widely viewed as the forerunner of the modern personal computer. Mr. Taylor even had a vital role in the invention of the computer mouse. In 1961, at the dawn of the Space Age, he was about a year into his job as a project manager at NASA in Washington when he learned about the work of a young computer scientist at Stanford Research Institute, later called SRI International... Mr. Taylor decided to pump more money into the work, and the financial infusion led directly to Engelbart's invention of the mouse, a computer control technology that would be instrumental in the design of both Macintosh and Microsoft Windows-based computers.
Taylor had become fascinated with human-computer interactions in the 1950s during his graduate work at the University of Texas at Austin, and was "appalled" that performing data calculations required submitting his punch cards to a technician running the school's mainframe computers. Years later, it was Taylor's group at PARC that Steve Jobs visited in 1979, which inspired the "desktop" metaphor for the Macintosh's graphical user interface. And Charles Simonyi eventually left PARC to join Microsoft, where he developed the Office suite of applications.
Taylor died Thursday at his home in Woodside, California, from complications of Parkinson's disease, at the age of 85. -
How To Protect Your Privacy Online (theverge.com)
Though the U.S. Congress voted to roll back privacy rules, broadband customers can still opt-out of targeted advertising from Comcast, Charter, AT&T, and T-Mobile. But an anonymous reader explains why that's not enough: "It's not clear that opting out will prevent ISPs from putting your data to use," reports The Verge, adding "you're opting out of seeing ads, but not out of providing data." Neema Singh Guliani, legislative counsel for the American Civil Liberties Union, tells NPR that consumers can also "call their providers and opt out of having their information shared." But he also suggests a grass roots effort, calling this "an opportunity to pressure companies to implement good practices and for consumers to say 'I think that you should require opt-in consent and if you're not, why not?'"
To try to stop the creation of that data, Brian Krebs has also posted a guide for choosing a VPN provider, and shared a useful link to a chart comparing VPN providers that was recommended by the EFF. This may help avoid some of the problems reported with VPN services, and Krebs also recommends Tor as a free (albeit possibly slower) option, while sharing an informational link describing Tor's own limitations.

Why An LSD High Lasts For So Long (pbs.org)
Lysergic acid diethylamide (LSD) has been credited, in part, for the creation of the iPhone, the polymerase chain reaction, as well as some pretty abstract artwork. Since the drug is classified as a Schedule 1 substance in the U.S., it's been more difficult for scientists to legally study the drug and learn about how it affects the brain. Therefore, when a study (or two) is published it makes the findings all the more fascinating. Two studies were published last week (one in Current Biology, the other in Cell) that examine how LSD produces such diverse effects and why the drug takes so long to wear off. The Scientist reports the findings from for the first study: For the Current Biology study, 21 volunteers were given a placebo, a small dose of LSD alone, or the same dose of LSD but with kentaserin, a serotonin 2A antagonist. Study participants who took the kentaserin reported virtually the same experiences as those who took the placebo, and fMRI brain scans confirmed similar brain activities across participants in both groups. The serotonin 2A antagonist "blocked all the effects of LSD, so it was like if people didn't take any drugs," coauthor Katrin Preller, neuroscientist at the Zurich University Hospital in Switzerland told The Verge. "All the typical symptoms -- hallucinations, everything -- were gone." As for why an LSD high lasts for so long, Angus Chen has written an in-depth report on PBS Newshour about the findings from the study published in Cell: LSD and other psychoactive drugs work by binding to specialized proteins called receptors on the surfaces of neural cells. On the receptor protein is a sculpted "pocket," into which molecules with the right shape can fit and thus stick to the cell, where they initiate changes in the brain. But different substances can often fit into the same receptor. Many receptors that bind LSD and DMT, for example, also fit the natural chemical messenger serotonin -- which is produced in the body and helps regulate mood. Figuring out how each drug interacts with the same receptor in a different way is key to understanding why an LSD trip lasts all day whereas an experience with extracted DMT is often over in 15 minutes or less. By freezing an LSD molecule bound to a single brain cell receptor as a crystal in a lab, researchers were able to get a 3-D x-ray image of the drug and the protein locked together. The image showed Bryan Rother, a pharmacologist at the University of North Carolina at Chapel Hill and senior author on the paper, and his co-authors something strange about the way LSD fit inside this receptor. Drugs typically come and go from receptor proteins like ships pulling in and out of a port. But when an LSD molecule lands on the receptor, the molecule snags onto a portion of the protein and folds it over itself as the molecule binds to the receptor. LSD seems to stimulate the receptor for the entire time it is trapped underneath the protein "lid," Roth says. Proteins are in constant motion, so he thinks the lid eventually flops open, allowing the drug to fly out and the effects to wear off. But the team ran computer models that suggest it could take hours for that to happen. Until then, the trip goes on. -

The United States produces more e-waste than any country in the world, reports PBS News Hour. But where does this e-waste go? Plastic-Eating Bacteria Could Help Clean Up Waste (inhabitat.com)
Kristine Lofgren writes: Japanese researchers have discovered a microorganism that literally devours ocean-clogging plastic. The bacterium Ideonella sakaiensis can completely break down polyethylene terephthalate (PET), a common plastic used in bottles and containers. That type of plastic makes up a huge proportion of all the plastic waste in the world, particularly in the ocean. The bacterium uses a pair of enzymes to break down PET and turn it into a food source. The problem is, it takes up to six weeks for the bacterium to completely breakdown a small, low-grade sample of PET. Microbiologist Kohei Oda of the Kyoto Institute of Technology co-authored the study published this week in the journal Science, and he told PBS NewsHour he was "very surprised to find microorganisms that degrade PET" because the plastic has always been thought to be non-biodegradable. Now, scientists just need to figure out how to harness the hungry little bug to recycle plastic and reduce pollution. -
The War On Campus Sexual Assault Goes Digital
HughPickens.com writes: According to a recent study of 27 schools, about one-quarter of female undergraduates said they had experienced nonconsensual sex or touching since entering college, but most of the students said they did not report it to school officials or support services. Now Natasha Singer reports at the NYT that in an effort to give students additional options — and to provide schools with more concrete data — a nonprofit software start-up in San Francisco called Sexual Health Innovations has developed an online reporting system for campus sexual violence. One of the most interesting features of Callisto is a matching system — in which a student can ask the site to store information about an assault in escrow and forward it to the school only if someone else reports another attack identifying the same assailant. The point is not just to discover possible repeat offenders. In college communities, where many survivors of sexual assault know their assailants, the idea of the information escrow is to reduce students' fears that the first person to make an accusation could face undue repercussions.
"It's this last option that makes Callisto unique," writes Olga Khazan. "Most rapes are committed by repeat offenders, yet most victims know their attackers. Some victims are reluctant to report assaults because they aren't sure whether a crime occurred, or they write it off as a one-time incident. Knowing about other victims might be the final straw that puts an end to their hesitation—or their benefit of the doubt. Callisto's creators claim that if they could stop perpetrators after their second victim, 60 percent of campus rapes could be prevented." This kind of system is based partly on a Michigan Law Review article about "information escrows," or systems that allow for the transmitting of sensitive information in ways that reduce "first-mover disadvantage" also known to economists as the "hungry penguin problem". As game theorist Michael Chwe points out, the fact that each person creates her report independently makes it less likely they'll later be accused of submitting copycat reports, if there are similarities between the incidents. -
Investigation Finds Exxon Ignored Its Own Early Climate Change Warnings

Newly discovered documents show that the corporation's own research scientists warned top executives that atmospheric CO2 was increasing and that the burning of fossil fuels was to blame as early as 1977. The report goes on to say: "In 1978, the Exxon researchers warned that a doubling of CO2 levels in the atmosphere would increase average global temperatures by 2 to 3 degrees Celsius and would have a major impact on the company’s core business. 'Present thinking holds that man has a time window of five to ten years before the need for hard decisions regarding changes in energy strategies might become critical,' one scientist wrote in an internal document." -
Rupert Murdoch Buys National Geographic Magazine

Cybersecurity and the Tylenol Murders
HughPickens.com writes: Cindy Cohn writes at EFF that when a criminal started lacing Tylenol capsules with cyanide in 1982, Johnson & Johnson quickly sprang into action to ensure consumer safety. It increased its internal production controls, recalled the capsules, offered an exchange for tablets, and within two months started using triple-seal tamper-resistant packaging. Congress ultimately passed an anti-tampering law but the focus of the response from both the private and the public sector was on ensuring that consumers remained safe and secure, rather than on catching the perpetrator. Indeed, the person who did the tampering was never caught.
According to Cohn the story of the Tylenol murders comes to mind as Congress considers the latest cybersecurity and data breach bills. To folks who understand computer security and networks, it's plain that the key problem are our vulnerable infrastructure and weak computer security, much like the vulnerabilities in Johnson & Johnson's supply chain in the 1980s. As then, the failure to secure our networks, the services we rely upon, and our individual computers makes it easy for bad actors to step in and "poison" our information. The way forward is clear: We need better incentives for companies who store our data to keep it secure. "Yet none of the proposals now in Congress are aimed at actually increasing the safety of our data. Instead, the focus is on "information sharing," a euphemism for more surveillance of users and networks," writes Cohn. "These bills are not only wrongheaded, they seem to be a cynical ploy to use the very real problems of cybersecurity to advance a surveillance agenda, rather than to actually take steps to make people safer." Congress could step in and encourage real security for users—by creating incentives for greater security, a greater downside for companies that fail to do so and by rewarding those companies who make the effort to develop stronger security. "It's as if the answer for Americans after the Tylenol incident was not to put on tamper-evident seals, or increase the security of the supply chain, but only to require Tylenol to "share" its customer lists with the government and with the folks over at Bayer aspirin," concludes Cohn. "We wouldn't have stood for such a wrongheaded response in 1982, and we shouldn't do so now." -
Is That Dress White and Gold Or Blue and Black?

Now the Washington Post reports that a puzzling thing happened on Thursday night consuming millions — perhaps tens of millions — across the planet and trending on Twitter ahead of even Jihadi John's identification. The problem was this: Roughly three-fourths of people swore that this dress was white and gold, according to BuzzFeed polling but everyone else said it's dress was blue. Others said the dress could actually change colors. So what's going on? According to the NYT our eyes are able to assign fixed colors to objects under widely different lighting conditions. This ability is called color constancy. But the photograph doesn't give many clues about the ambient light in the room. Is the background bright and the dress in shadow? Or is the whole room bright and all the colors are washed out? If you think the dress is in shadow, your brain may remove the blue cast and perceive the dress as being white and gold. If you think the dress is being washed out by bright light, your brain may perceive the dress as a darker blue and black.
According to Beau Lotto, the brain is doing something remarkable and that's why people are so fascinated by this dress. "It's entertaining two realities that are mutually exclusive. It's seeing one reality, but knowing there's another reality. So you're becoming an observer of yourself. You're having tremendous insight into what it is to be human. Should IT Professionals Be Exempt From Overtime Regulations?
Paul Fernhout writes: Nick Hanauer is a billionaire who made his fortune as one of the original investors in Amazon. He suggests President Obama should restore U.S. overtime regulations to how they worked in the 1970s to boost the economy. Quoted by PBS NewsHour: "In 1975, more than 65 percent of salaried American workers earned time-and-a-half pay for every hour worked over 40 hours a week. Not because capitalists back then were more generous, but because it was the law. It still is the law, except that the value of the threshold for overtime pay — the salary level at which employers are required to pay overtime — has been allowed to erode to less than the poverty line for a family of four today. Only workers earning an annual income of under $23,660 qualify for mandatory overtime.
Many millions of Americans are currently exempt from the overtime rules — teachers, federal employees, doctors, computer professionals, etc. — and corporate leaders are lobbying hard to expand "computer professional" to mean just about anybody who uses a computer. Which is almost everybody. But were the Labor Department instead to narrow these exemptions, millions more Americans would receive the overtime pay they deserve. ... The twisted irony is, when you work more hours for less pay, you hurt not only yourself, you hurt the real economy by depressing wages, increasing unemployment and reducing demand and innovation. Ironically, when you earn less, and unemployment is high, it even hurts capitalists like me." If overtime pay is generally good for the economy, should most IT professionals really be exempt from overtime regulations? -
"Advanced Life Support" Ambulances May Lead To More Deaths
HughPickens.com writes Jason Kane reports at PBS that emergency treatments delivered in ambulances that offer "Advanced Life Support" for cardiac arrest may be linked to more death, comas and brain damage than those providing "Basic Life Support." "They're taking a lot of time in the field to perform interventions that don't seem to be as effective in that environment," says Prachi Sanghavi. "Of course, these are treatments we know are good in the emergency room, but they've been pushed into the field without really being tested and the field is a much different environment." The study suggests that high-tech equipment and sophisticated treatment techniques may distract from what's most important during cardiac arrest — transporting a critically ill patient to the hospital quickly.
Basic Life Support (BLS) ambulances stick to simpler techniques, like chest compressions, basic defibrillation and hand-pumped ventilation bags to assist with breathing with more emphasis placed on getting the patient to the hospital as soon as possible. Survival rates for out-of-hospital cardiac arrest patients are extremely low regardless of the ambulance type with roughly 90 percent of the 380,000 patients who experience cardiac arrest outside of a hospital each year not surviving to hospital discharge. But researchers found that 90 days after hospitalization, patients treated in BLS ambulances were 50 percent more likely to survive than their counterparts treated with ALS. Not everyone is convinced of the conclusions. "They've done as much as they possibly can with the existing data but I'm not sure that I'm convinced they have solved all of the selection biases," says Judith R. Lave. "I would say that it should be taken as more of an indication that there may be some very significant problems here." -
FCC To Rule On "Paid Prioritization" Deals By Internet Service Providers

The FCC's chairman Tom Wheeler says financial arrangements between providers and content sites might be OK if the agreement is "commercially reasonable" and companies say publicly how they prioritize traffic. Many disagree, saying this sets up an internet for the highest bidder. "If Comcast and Time Warner – who already have a virtual monopoly on Internet service – have the ability to manage and manipulate Internet speeds and access to benefit their own bottom line, they will be able to filter content and alter the user experience," said Barbara Ann Luttrell, 26, of Atlanta, in a recent submission to the FCC." -
Twitter Reports 23 Million Users Are Actually Bots

Some of these 23 million bots were created to make revenue-generating URLs, others were created to collect followers that would later be sold to whoever needs a ready audience, and a few were created to mimic stereotypes just for fun. Now that Twitter is a public company, some wonder if these bots help or hinder Twitter's stock value. -
FCC Mandates Text-to-911 From All US Wireless Carriers
An anonymous reader writes "On Friday, the Federal Communications Commission (FCC) voted to require all U.S. wireless carriers and popular messaging applications to support texting to emergency response units via 911. AT&T, Verizon, Sprint, and T-Mobile implemented this capability back in 2012; the FCC's vote will make it mandatory for all carriers that operate in the country as well as all messaging applications that interconnect with the SMS structure in the U.S. to follow suit. One technological hurdle this mandate faces is the difficulty of tracing "the exact physical origin of a text message, particularly in residences with multiple floors."" Somehow I doubt that cellphone calls are consistently traceable to that degree, either, and I've lived in houses with extensions spread over several floors, too. -
Cornering the Market On Zero-Day Exploits

In his lengthy address Greer, representing the CIA's venture funding arm, suggested that one way that the United States government could improve cyber security would be to use its unparalleled budget to buy up all the underground's zero-day vulnerabilities.
While this would no doubt make zero-day vendors like VUPEN and middlemen like the Grugq very wealthy, is this strategy really a good idea? Can the public really trust the NSA to do the right thing with all those zero-day exploits? Furthermore, recall the financial meltdown of 2008 where the public paid the bill for Wall Street's greed. If the government pays for information on all these unpatched bugs would society simply be socializing the cost of hi-tech's sloppy engineering? Whose interests does this "corner-the-market" approach actually serve? -
White House Approves Sonic Cannons For Atlantic Energy Exploration
An anonymous reader writes: The White House on Friday gave final approval to allow the use of sonic cannons in finding energy deposits underneath the ocean floor on the U.S. Atlantic seaboard. The Bureau of Ocean Energy Management says that finding energy resources off the Atlantic seaboard "could generate thousands of jobs, but has also acknowledged that the process will harm sea creatures." Sonic cannons "fire sound waves 100 times louder than a jet engine." Mammals such as whales and dolphins that communicate through sound will most likely be affected, but scientists aren't sure to what extent. They also aren't sure how the cannons will affect fish and other sea creatures or how any physiological effects on them may impact the fishing industries of the U.S. and the other countries who rely on seafood that migrate into and out of the Atlantic Ocean. -
Genetically Modifying an Entire Ecosystem
New submitter structural_biologist writes: Genes normally have a 50-50 chance of being passed from parent to offspring, but scientists may have figured out a way to create genes that show up in offspring with a much higher frequency. "One type of gene drive influences inheritance by copying itself onto chromosomes that previously lacked it. When an organism inherits such a gene drive from only one parent, it makes a cut in the chromosome from the other parent, forcing the cell to copy the inheritance-biasing gene drive—and any adjacent genes—when it repairs the damage." When introduced into the wild, organisms containing gene drives would breed with the population, quickly spreading the modified genes throughout the ecosystem. While the technology could help prevent the spread of malaria and manage invasive species, many scientists worry about the wide-ranging effects of such a technology and are calling for its regulation. -

They found these conversations occurred based on the structure of the individual's Twitter network. In a recently released report Pew reports that they uncovered six distinct patterns for these structures. Hugh Pickens DOT Com writes "Alan Schwarz writes in the NYT that the rise of ADHD diagnoses and prescriptions for stimulants over the years have coincided with a remarkably successful two-decade campaign by pharmaceutical companies to publicize the syndrome and promote the pills to doctors, educators and parents. 'The numbers make it look like an epidemic. Well, it's not. It's preposterous,' says Dr. Keith Conners, a psychologist who has led the fight to legitimize attention deficit hyperactivity disorder for more than fifty years. Few dispute that classic ADHD, historically estimated to affect 5 percent of children, is a legitimate disability that impedes success at school, work and personal life. But recent data from the CDC show that the diagnosis had been made in 15 percent of high school-age children, and that the number of children on medication for the disorder had soared to 3.5 million from 600,000 in 1990." "Behind that growth has been drug company marketing that has stretched the image of classic ADHD to include relatively normal behavior like carelessness and impatience, and has often overstated the pills' benefits. Advertising on television and in popular magazines like People and Good Housekeeping has cast common childhood forgetfulness and poor grades as grounds for medication that, among other benefits, can result in 'schoolwork that matches his intelligence' and ease family tension. The FDA has cited every major ADHD drug — stimulants like Adderall, Concerta, Focalin and Vyvanse, and nonstimulants like Intuniv and Strattera — for false and misleading advertising since 2000, some multiple times. And although many doctors have portrayed the medications as benign — 'safer than aspirin,' some say — they can have significant side effects and are regulated in the same class as morphine and oxycodone because of their potential for abuse and addiction. Meanwhile profits for the ADHD drug industry have soared. Sales of stimulant medication in 2012 were nearly $9 billion, more than five times the $1.7 billion a decade before, according to the data company IMS Health. 'This is a concoction to justify the giving out of medication at unprecedented and unjustifiable levels,' concludes Conners." -

They say, 'Simply put, it’s too complicated for us to even consider an Android app for the first version; we’ll continue to support those viewers with mobile web. ... Death of Trees Correlated With Human Cardiovascular & Respiratory Disease
eldavojohn writes "PBS's NewsHour interviewed Geoffrey Donovan on his recent research published in the American Journal of Preventative Medicine that noted a correlation between trees (at least the 22 North American ash varieties) and human health: 'Well my basic hypothesis was that trees improve people's health. And if that's true, then killing 100 million of them in 10 years should have an effect. So if we take away these 100 million trees, does the health of humans suffer? We found that it does.' The basis of this research is Agrilus planipennis, the emerald ash borer, has systematically destroyed 100 million trees in the eastern half of the United States since 2002. After accounting for all variables, the research found that an additional 15,000 people died from cardiovascular disease and 6,000 more from lower respiratory disease in the 15 states infected with the bug, compared with uninfected areas of the country. While the exact cause and effect remains unknown, this research appears to be reinforcing data for people who regularly enjoy forest bathing as well as providing evidence that the natural environment provides major public health benefits." -
Protecting the Solar System From Contamination
tcd004 writes "An article at PBS begins, 'Imagine this crazy scenario: A space vehicle we've sent to a distant planet to search for life touches down in an icy area. The heat from the spacecraft's internal power system warms the ice, and water forms below the landing gear of the craft. And on the landing gear is something found on every surface on planet Earth... bacteria. Lots of them. If those spore-forming bacteria found themselves in a moist environment with a temperature range they could tolerate, they might just make themselves at home and thrive and then, well... the extraterrestrial life that we'd been searching for might just turn out to be Earth life we introduced.' The article goes on to talk about NASA's efforts to prevent situations like this. It's a job for the Office of Planetary Protection. They give some examples, including the procedure for sterilizing the Curiosity Rover: 'Pieces of equipment that could tolerate high heat were subjected to temperatures of 230 to 295 degrees Fahrenheit for up to 144 hours. And surfaces were wiped down with alcohol and tested regularly.'" -
Scientist Removed From EPA Panel Due To Industry Opposition

From the article: 'In 2007, when Deborah Rice was appointed chair of an Environmental Protection Agency panel assessing the safety levels of flame retardants, she arrived as a respected Maine toxicologist with no ties to industry. Yet the EPA removed Rice from the panel after an intense push by the American Chemistry Council (ACC), an industry lobbying group that accused her of bias. Her supposed conflict of interest? She had publicly raised questions about the safety of a flame retardant under EPA review.'"
