Softhome is what I use. Web based and pop, free with tiered payment upgrades.

I've had good experiences with MyRealBox and Softhome.net. Softhome is a bit more restrictive about what you can send and how often; MyRealBox is technically a test server for some Novell software, but the downtimes haven't inconveinienced me. Both are free and have POP access.

I have been using them for several years now I find them a good provider. The only drag is that they limit the number of times that you can access your mailbox per hour but they have web & stmp access in both free and non-free accounts

They also use greylisting to limit spam which involves only letting email through that makes several attempts. I find it very effective

SoftHome.net is good. Free webmail/pop3. They drop ads in your email account a few times a month, but if you use pop3 you can filter them. Check the quotas before signing up to make sure they won't kill you.

softhome provides free, non-commercial web-based and smtp/pop3 email services. You get some emails from them occasionally, or their advertising partners, but there's onyl a few and easy to filter.

Softhome has free POP3/SMTP service. If you have a mail server you could set up restricted relaying.
