Samsung To Sell Refurbished Galaxy Note 7 With a Smaller Battery, Says Report (androidauthority.com)
According to a report via The Korean Economic Daily, Samsung is said to be putting refurbished Galaxy Note 7 handsets on sale with new batteries following the cancellation of the device late last year. The speculation suggests the smartphones could be relaunched this June. Android Authority reports: Samsung is said to be swapping the Note 7's 3,500 mAh batteries with a "3,000 to 3,200 mAh" batteries, according to The Korean Economic Daily's sources, predominately for sale in emerging markets such as India and Vietnam. The move is said to be part of Samsung's plan to recover costs from the initial device recall and avoid environmental penalties from the estimated 2.5 million or so Galaxy Note 7s it would have to dispose of. Samsung hasn't made any official announcements in this vein, but before the battery investigation concluded, a spokesperson did tell us that the company was: "Reviewing possible options that can minimize the environmental impact of the recall." Shifting refurbished units would certainly be one way to achieve that.

Wyden To Introduce Bill To Prohibit Warrantless Phone Searches At Border (onthewire.io)
Trailrunner7 quotes a report from On the Wire: A senator from Oregon who has a long track record of involvement on security and privacy issues says he plans to introduce a bill soon that would prevent border agents from forcing Americans returning to the country to unlock their phones without a warrant. Sen. Ron Wyden said in a letter to the secretary of the Department of Homeland Security that he is concerned about reports that Customs and Border Patrol agents are pressuring returning Americans into handing over their phone PINs or using their fingerprints to unlock their phones. DHS Secretary John Kelly has said that he's considering the idea of asking visitors for the login data for their various social media accounts, information that typically would require a warrant to obtain. "Circumventing the normal protection for such private information is simply unacceptable," Wyden said in the letter, sent Monday. "There are well-established procedures governing how law enforcement agencies may obtain data from social media companies and email providers. The process typically requires that the government obtain a search warrant or other court order, and then ask the service provider to turn over the user's data."

Ingrid Lunden, writing for TechCrunch: After the disclosure of two massive data breaches last year, today Yahoo and Verizon finally confirmed new terms for the sale of Yahoo to Verizon: Verizon will pay $350 million less than originally planned, working out to a price of $4.48 billion to acquire Yahoo. The two have also agreed to share legal and regulatory liabilities after the massive data breach at Yahoo, which affected some 1.5 billion users across two hacks, one revealed in September 2016, and another in December 2016.

NASA Is Studying A Manned Trip Around The Moon On A $23 Billion Rocket (buzzfeed.com)

From the report: Without a new administrator even nominated yet, NASA's acting head Robert Lightfoot on Wednesday requested a study of whether next year's first flight of the Space Launch System rocket, billed as the most powerful NASA has built, could have a crew of astronauts. "I know the challenges associated with such a proposition," Lightfoot said in a letter to his agency, citing costs, extra work, and "a different launch date" for the planned 2018 Exploration Mission-1 (EM-1). The mission would be launched by the massive SLS, which is still in development, then boosted by a European service module to put three astronauts inside the new Orion space capsule on a three-week trip around the moon. NASA first sent three astronauts around the moon in 1968 in the Apollo 8 mission. The last astronaut to stand on the moon, the late Gene Cernan returned to Earth in 1972. The new talk of a repeat moon-circling mission, aboard an untested spacecraft, has space policy experts variously thrilled, dismissive, and puzzled. "I frankly don't quite know what to say about it," space policy expert John Logsdon of George Washington University said. Writing on NASAWatch, Keith Cowing called the study request a "Hail Mary" pass to save the life of the SLS ahead of Trump installing a budget cutter to head the space agency. The Government Accountability Office estimates the costs of SLS and its two planned launches (a second, crewed mission is planned for 2023) at $23 billion.

Separately, a 19-year-old American who admitted to being part of a hacker group that sent a heavily-armed police force to my home in 2013 was sentenced to three years probation.
Sergey Vovnenko, a.k.a. "Fly," "Flycracker" and "MUXACC1," pleaded guilty last year to aggravated identity theft and conspiracy to commit wire fraud. Prosecutors said Vovnenko operated a network of more than 13,000 hacked computers, using them to harvest credit card numbers and other sensitive information... A judge in New Jersey sentenced Vovnenko to 41 months in prison, three years of supervised released and ordered him to pay restitution of $83,368.
Separately, a judge in Washington, D.C. handed down a sentence of three year's probation to Eric Taylor, a hacker probably better known by his handle "Cosmo the God." Taylor was among several men involved in making a false report to my local police department at the time about a supposed hostage situation at our Virginia home. In response, a heavily-armed police force surrounded my home and put me in handcuffs at gunpoint before the police realized it was all a dangerous hoax known as "swatting"... Taylor and his co-conspirators were able to dox so many celebrities and public officials because they hacked a Russian identity theft service called ssndob[dot]ru. That service in turn relied upon compromised user accounts at data broker giant LexisNexis to pull personal and financial data on millions of Americans. -
Genetically-Modified 'Surrogate Hens' Could Lay Eggs of Rare Chicken Breeds, Scientists Say (theguardian.com)
In an effort to preserve rare varieties of chicken breeds and diversify the chicken gene pool, scientists at the University of Edinburgh's Roslin Institute have come up with a plan to breed genetically-modified chickens designed to act as surrogates that would be capable of laying eggs from any rare breed. Such rare breeds include the Nankin, Scots Dumpy and Sicilian Buttercup. The Guardian reports: The surrogacy technique, which places a new, mind-bending twist on the classic chicken or egg question, involves first genetically engineering hens to be sterile. This is done by deleting a gene, called DDX4, that is required for the development of primordial follicles (the precursors to eggs) meaning that the surrogate hens will never lay eggs that are biologically their own. The next step will be to transplant follicles from rare birds into the surrogate (this is done before the surrogate chick is hatched from its own egg), meaning it would go on to lay eggs belonging to entirely different breeds of chicken. Given that the hens would also need to be artificially inseminated with sperm from the same rare variety, the approach may appear unnecessarily convoluted. Why not just breed the rare birds the normal way? The scientists' ultimate goal is to create a gene bank of chicken breeds preserved for posterity, and since primordial follicles can be frozen efficiently, while eggs cannot, the surrogacy technique serves an essential work-around. Mike McGrew, who is leading the project and is the first author on a paper on the work published this week in the journal Development, predicts that the surrogates will be able to lay eggs from any breed, including chicken's wild predecessor, the red junglefowl, but he is doubtful about whether it will work efficiently across species -- it is not likely that the surrogate hens will be giving birth to eagle chicks, for instance. Richard Broad, a field officer for the Rare Breeds Survival Trust, agreed that rare chickens could be a source of valuable genetic variation, potentially carrying variants that would provide resistance against new forms of avian flu. At present, the team is focused on chicken breeds, but expects the technique to work to preserve rare varieties of ducks, geese and quail.

Juno Jupiter Probe Won't Move Into Shorter Orbit After All (space.com)
NASA announced today that their Juno spacecraft will not move into a closer orbit around Jupiter as originally planned. "Juno slipped into a highly elliptical, 53-Earth-day-long orbit around Jupiter when it arrived at the giant planet on July 4, 2016," reports Space.com. From their report: The probe was supposed to perform an engine burn in October to reduce its orbital period to 14 days, but an issue with two helium valves postponed that maneuver. The engine burn has now been canceled, meaning Juno will stay where it is through the end of its mission. "During a thorough review, we looked at multiple scenarios that would place Juno in a shorter-period orbit, but there was concern that another main engine burn could result in a less-than-desirable orbit," Rick Nybakken, Juno project manager at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, California, said in a statement. "The bottom line is, a burn represented a risk to completion of Juno's science objectives." But Juno should still be able to accomplish its mission goals in the longer orbit, NASA officials said. In fact, the 53-day path will allow the probe to perform some "bonus science" in the outer regions of Jupiter's magnetosphere, they added.

GM Plans To Build, Test Thousands of Self-Driving Bolts In 2018 (reuters.com)
An anonymous reader quotes a report from Reuters: General Motors Co plans to deploy thousands of self-driving electric cars in test fleets in partnership with ride-sharing affiliate Lyft Inc, beginning in 2018, two sources familiar with the automaker's plans said this week. It is expected to be the largest such test of fully autonomous vehicles by any major automaker before 2020, when several companies have said they plan to begin building and deploying such vehicles in higher volumes. Most of the specially equipped versions of the Chevrolet Bolt electric vehicle will be used by San Francisco-based Lyft, which will test them in its ride-sharing fleet in several states, one of the sources said. GM has no immediate plans to sell the Bolt AV to individual customers, according to the source. In a statement on Friday, GM said: "We do not provide specific details on potential future products or technology rollout plans. We have said that our AV technology will appear in an on-demand ride sharing network application sooner than you might think."

Japan Unveils Next-Generation, Pascal-Based AI Supercomputer (nextplatform.com)
The Tokyo Institute of Technology has announced plans to launch Japan's "fastest AI supercomputer" this summer. The supercomputer is called Tsubame 3.0 and will use Nvidia's latest Pascal-based Tesla P100 GPU accelerators to double its performance over its predecessor, the Tsubame 2.5. Slashdot reader kipperstem77 shares an excerpt from a report via The Next Platform: With all of those CPUs and GPUs, Tsubame 3.0 will have 12.15 petaflops of peak double precision performance, and is rated at 24.3 petaflops single precision and, importantly, is rated at 47.2 petaflops at the half precision that is important for neural networks employed in deep learning applications. When added to the existing Tsubame 2.5 machine and the experimental immersion-cooled Tsubame-KFC system, TiTech will have a total of 6,720 GPUs to bring to bear on workloads, adding up to a total of 64.3 aggregate petaflops at half precision. (This is interesting to us because that means Nvidia has worked with TiTech to get half precision working on Kepler GPUs, which did not formally support half precision.)

YouTube is planning to do away with the non-skippable 30-second ads that appear before a YouTube video. From a report: In a statement first given to Campaign then confirmed by The Verge, a Google spokesperson said the company will focus on commercial formats that are more engaging for both advertisers and viewers. "We're committed to providing a better ads experience for users online. As part of that, we've decided to stop supporting 30-second unskippable ads as of 2018 and focus instead on formats that work well for both users and advertisers," Google said.

Mozilla Will Deprecate XUL Add-ons Before the End of 2017
Artem Tashkinov writes: Mozilla has published a plan of add-ons deprecation in future Firefox releases. Firefox 53 will run in multi process mode by default for all users with some exceptions. Most add ons will continue to function, however certain add ons have already ceased to function because they don't expect multi user mode under the hood. Firefox 54-56 will introduce even more changes which will ultimately break even more addons. Firefox 57, which will be preliminarily released on the 28th of Novermber, 2017, will only run WebExtensions: which means no XUL (overlay) add ons, no bootstrapped extensions, no SDK extensions and no Embedded WebExtensions. In other words by this date the chromification of Firefox will have been completed. If you depend on XUL add ons your only choice past this date will be Pale Moon.

Zuckerberg Shares Facebook's Plan to Bring Community Together, Edits Out a Questionable Sentence Minutes Later (mashable.com)
Facebook CEO and founder Mark Zuckerberg wants to bring people closer together. He published a 6,000-word letter on his Facebook page Thursday to outline his vision for the kind of world he thinks Facebook can help create. The free-wielding note included few specifics, but offered a number of broad, ambitious goals for how the tech giant can contribute to a better understanding of everything from terrorism to fake news. Interestingly, minutes after the post was published, Zuckerberg edited out a sentence from the letter. Mashable adds: In the post, Zuckerberg briefly touches on how artificial intelligence can be used to detect terrorist propaganda. "Right now, we're starting to explore ways to use AI to tell the difference between news stories about terrorism and actual terrorist propaganda so we can quickly remove anyone trying to use our services to recruit for a terrorist organization," he wrote in the post published Thursday. That sounds like a straightforward enough application of AI -- one that's in line with what Zuckerberg and other executives have discussed in the past -- but it's different from what the CEO had originally written. In an earlier version of the missive, which was shared with a number of news outlets in advance of its publication on Facebook, Zuckerberg took the idea farther. The "long-term promise of AI," he wrote, is that it can be used used to "identify risks that nobody would have flagged at all, including terrorists planning attacks using private channels." Here's an expanded version of the quote from the Associated Press (emphasis ours). "The long term promise of AI is that in addition to identifying risks more quickly and accurately than would have already happened, it may also identify risks that nobody would have flagged at all "including terrorists planning attacks using private channels, people bullying someone too afraid to report it themselves, and other issues both local and global. It will take many years to develop these systems." That's different from what was described in the final version that was shared Thursday, which made no mention of private communication in relation to AI and terrorism.

McDonald's Hires Project Ara Design Team To Reinvent the Drinking Straw (fastcodesign.com)
An anonymous reader writes: McDonald's has hired the creators of Google's Project Ara to reinvent the drinking straw. Their new invention, the "Suction Tube for Reverse Axial Withdrawal" (STRAW for short), is a J-shaped device that allows the user to drink both layers of the company's dual-layer Chocolate Shamrock shake simultaneously, receiving an optimal mixture of chocolate and, um, shamrock. McDonald's announced the new product at a Facebook live event yesterday, which included a keynote by McDonald's Senior Director of Menu Innovation Darci Forrest, a Silicon-Valley-style panel moderated by Austin Evans, and interviews with engineers from NK Labs and JACE. Computational fluid dynamics simulations, 3D printing, and extensive real-world testing (drinking shakes) were required to get the design ready for its eventual unveiling. McDonald's is producing a limited first run of 2000 of the straws for distribution at restaurants across the U.S. "My first reaction was, that doesn't seem too hard. We could have a double straw -- one longer, one shorter. No problem," says Seth Newburg, principal engineer and managing partner at NK Labs, which teamed up with JACE Design on the STRAW. "Then we immediately thought, once you get halfway down, one straw is going to start sucking air... It's one of those things that seems so simple, but as we got into it there were a lot more issues exposed. It turned out to present quite a few engineering and scientific challenges." NK Labs and JACE Design were the two companies who also worked on Project Ara together, the Google initiative to build a phone with interchangeable modules for various components like cameras and batteries. Unfortunately, the plans for Project Ara were scrapped late last year.

AT&T Is the Latest Carrier To Offer Unlimited Data For All Its Customers (phonedog.com)
Earlier this week, Verizon announced it is bringing back unlimited data plans after years of selling capped data packages. Now, ATT will be doing the same. ATT will let any current or potential customer buy an unlimited data plan. Until now, only DirecTV customers were able to purchase unlimited data from the carrier. PhoneDog reports: ATT says that starting tomorrow, February 17, its Unlimited Plan will be available to all customers. The plan will include unlimited data, talk, and text, and customers with the plan will also be able to travel to Canada or Mexico and use their plan just as they would at home, with zero roaming charges. ATT's Unlimited Plan also includes Stream Saver, which will optimize video streams to 480p. However, Stream Saver can be disabled if you'd like. One feature that's missing from ATT's Unlimited Plan is mobile hotspot usage, which is notable because the unlimited plans from the other three major U.S. carriers do include some mobile hotspot. Finally, it's worth noting that after 22GB of usage, ATT Unlimited Plan customers may have their speeds slowed during times of network congestion. This policy is also in place at the other three major U.S. carriers, with Verizon's threshold being 22GB, Sprint's 23GB, and T-Mobile's 26GB. A single line on the ATT Unlimited Plan will cost $100 per month. Each additional line will cost $40, but ATT will offer the fourth line free, making the cost for a family of four $180 per month.

Sometimes it is hard to tell if Elon Musk is serious about the things he says. But as for his "boring" claims, that's really happening. In a wide-range interview with Bloomberg, the billionaire talked more about his new venture, The Boring Company. The idea began on a Saturday morning a few weeks ago when Musk tweeted, "Traffic is driving me nuts. Am going to build a tunnel boring machine and just start digging..." Over the course of next few hours later, Musk added, "It shall be called 'The Boring Company,' Boring, it's what we do. I am actually going to do this. Excerpts from the story: And so, around noon on a Friday in January, an excavation crew started digging. "I was like, 'Hey, what's the biggest hole we can make by Sunday evening?'" Musk says. [...] "My other idea was to call it Tunnels R Us and to essentially troll Toys "R" Us into filing a lawsuit," he says, letting out a loud and well-articulated ha-ha-ha-ha. "Now we've decided to troll AT&T instead! We're going to call it American Tubes and Tunnels." When I ask him if the tunnel venture will be a subsidiary of SpaceX or an independent company, he responds cryptically. "Don't you read my Twitter? The Boring Company. Or TBC. To Be Continued." An aide chimes in: Yes, the Boring Company, aka To Be Continued, aka Tunnels R Us, aka American Tubes and Tunnels, aka whatever, will indeed be an independent company. Tunnel technology is older than rockets, and boring speeds are pretty much what they were 50 years ago. Musk says he hopes to build a much faster tunneling machine and use it to dig thousands of miles, eventually creating a vast underground network that includes as many as 30 levels of tunnels for cars and high-speed trains such as the Hyperloop. Musk chose the SpaceX parking lot as the site of his first dig, mostly because it was convenient and he could legally do so without city permits. The plan is to expand the current hole into a ramp designed for a large tunnel boring machine and then start digging horizontally once the machine is 50 feet or so below ground, which would make it low enough to clear gas and sewer lines and to be undetectable at the surface. 100 marks to Bloomberg for the headline, and the story which is as funny as it is insightful.

Apple's iPhone 8 To Replace Touch ID Home Button With 'Function Area' (appleinsider.com)
An anonymous reader quotes a report from Apple Insider: Apple will ditch the home button when it debuts a new 'iPhone 8' model later this year, and will dedicate the extra screen real estate to an area for virtual buttons, according to KGI analyst Ming-Chi Kuo. Adding detail to his previous predictions regarding the next-generation handset, Kuo in a note to investors obtained by AppleInsider said the full-screen design will allow Apple to integrate a "function" area never seen in an iPhone. The device is expected to adopt a 5.8-inch OLED panel in a form factor similar to the current 4.7-inch iPhone 7. Despite having extended screen real estate as compared to current iPhone models, the actual active display area on "iPhone 8" will be closer to 5.15 inches on the diagonal, with the remaining bottom portion dedicated to system functions like virtual buttons. While Kuo failed to elaborate on an exact implementation, the note suggests Apple plans to hardcode a set of always-on, static system controls into iOS. Whether the so-called "function area" is capable of switching to an active display mode for in-app activities like watching videos or playing games, remains to be seen. With the deletion of current Touch ID technology, Kuo believes "iPhone 8" will incorporate new bio-recognition assets to take over device security and Apple Pay authentication duties. The analyst did not offer predictions on the type of biometric tech Apple intends to use, but a report earlier today said the company could integrate a 3D laser scanning module capable of facilitating facial recognition and augmented reality applications. Kuo in a note last month said Apple might integrate a dual biometric system utilizing optical fingerprint readers and facial recognition hardware.

Scientists Propose Plan To Re-Freeze the Arctic (inhabitat.com)

Certain *ahem* governments are dragging their feet doing anything about it, which means the planet could be in for a spectacular meltdown within the next 20 years. But a clever bunch of scientists have hatched a plan to re-freeze the Arctic using wind-powered pumps that will bring water to the surface, allowing it to freeze. This new layer of ice could last well into the summer, which is vital, because scientists think summer Arctic ice could be gone by 2030 -- and that causes a whole chain of terrible events that will only make our climate change problem much, much worse. The plan has a $500 billion price tag, but that's pocket change compared to the cost of dealing with an ice-free Arctic. Apple Will Fight 'Right To Repair' Legislation (vice.com)
An anonymous reader quotes a report from Motherboard: Apple is planning to fight proposed electronics "Right to Repair" legislation being considered by the Nebraska state legislature, according to a source within the legislature who is familiar with the bill's path through the statehouse. The legislation would require Apple and other electronics manufacturers to sell repair parts to consumers and independent repair shops, and would require manufacturers to make diagnostic and service manuals available to the public. Nebraska is one of eight states that are considering right to repair bills; last month, Nebraska, Minnesota, New York, Massachusetts, Kansas, and Wyoming introduced legislation. Last week, lawmakers in Illinois and Tennessee officially introduced similar bills. According to the source, an Apple representative, staffer, or lobbyist will testify against the bill at a hearing in Lincoln on March 9. ATT will also argue against the bill, the source said. The source told me that at least one of the companies plans to say that consumers who repair their own phones could cause lithium batteries to catch fire. So far, Nebraska is the only state to schedule a hearing for its legislation.

T-Mobile Responds To Verizon By Improving Its Own Unlimited Data Plan (theverge.com)
It didn't take long for T-Mobile to respond to Verizon's recently announced unlimited data plans. T-Mobile's CEO John Legere announced two improvements to the carrier's T-Mobile One unlimited plan that both take effect this Friday, reports The Verge. "Beginning February 17th, the plan will include HD video, an upgrade to the 480p/DVD-quality 'optimizations' that are currently in place." From the report: The other change Legere announced is related to the hotspot feature of T-Mobile One, which lets you share your smartphone's data connection with other devices. As of Friday, the plan will let customers use up to 10GB of high-speed data each month for tethering. That matches Verizon's plan, which also allows for 10GB of LTE tethering. But again, prior to today, T-Mobile One only allowed 3G hotspot speeds unless you paid extra for the T-Mobile One Plus plan. Lastly, Legere announced a promotion that will offer two lines of T-Mobile One for $100. A two-line family plan usually costs $120 per month. Unlike other carriers, T-Mobile includes taxes and fees in its advertised price -- so that should be all you pay month to month. Verizon charges $140 (plus taxes and fees) for a two-line unlimited plan. Assuming there's no sneaky fine print or trickery here, T-Mobile has at least for now regained its feature-for-feature price advantage compared against Verizon Unlimited. The company also has a higher threshold (28GB versus Verizon's 22GB) before its users might experience reduced speeds when the network is congested. In a long series of tweets, John Legere announced the new improvements/promo and took several jabs at Big Red. In one tweet, Legere wrote: "... And we all know no one was falling for [Verizon's] 'you don't need unlimited' bullshit. Hey @verizon - your ads are still up..."
