AT&T Is Boosting Data Plans, Dropping Overage Fees (reuters.com)
An anonymous reader quotes a report from Reuters: ATT Inc, the No. 2 U.S wireless provider, said on Wednesday that it would roll out a new data plan that does away with overage fees and reduces data speeds for wireless customers who surpass their data allowance. Beginning Sunday, customers can choose the new Mobile Share Advantage plan and pay for extra data, if needed, or work with slower data speeds instead of paying for overages, the company said in a statement. Its current plan includes a $5 data overage charge per 300 megabytes on its 300-megabyte plan and $15 per 1 gigabyte on other plans. ATT has also revised prices and data bucket sizes. For instance, its larger 25-gigabyte plan now costs $190 per month for four smartphone lines. It previously cost $235. All the new plans include an access charge of $10 to $40 per month for each device, ATT said. The new plans will continue to have features such as unlimited text and talk and rollover data. Plans above 10 gigabytes also include unlimited talk and text to Mexico and Canada and no roaming charges in Mexico. Last month, Verizon introduced a new "Safety Mode" for its data plans that similarly throttles customers who exceed their monthly allotment to avoid overages. While Verizon charges customers on lower tier plans for the feature, ATT notes that it does not apply any extra charges.

NSA Worried About Implications of Leaked Toolkits (businessinsider.com)
Reader wierd_w writes: According to Business Insider, the NSA is worried about the possible scope of information leaked from the agency, after a group calling themselves the 'Shadow Brokers' absconded with a sizable trove of penetration tools and technical exploits, which it plans to sell on the black market. Among the concerns are worries that active operations may have been exposed. Business insider quotes an undisclosed source as stating the possibility of the loss of such security and stealth (eg privacy) has had chilling effects for the agency, as they attempt to determine the fullness and scope of the leak.
(Does anyone besides me feel a little tickled about the irony of the NSA complaining about chilling effects of possibly being monitored?) -
Ford Plans a Fleet of Fully Autonomous Cars Operating in a Ride-Hail Service By 2021 (recode.net)
Ford will mass-produce autonomous vehicles without steering wheels by 2021, Ford chief executive Mark Fields said today at the Ford Research and Innovation Center in Palo Alto, California. Recode reports:Fields announced that the company is working toward launching a fleet of commercial, level 4 (one level below a completely autonomous system, in which drivers don't have to be engaged) vehicles in a ride-hail service by 2021. The details of that ride-hail service -- such as which company Ford will partner with to operate it -- still haven't been determined. As part of that effort, Ford is investing in Velodyne, a self-driving tech company, and is working with three other startups. Ford has acquired Israel-based computer vision and machine learning company SAIPS, struck up an exclusive licensing agreement with machine vision company Nirenberg Neuroscience LLC and, as previously announced, invested in 3-D mapping startup Civil Maps.

China Launches World's First Quantum Communications Satellite (theverge.com)
hackingbear quotes a report from The Verge: China's quantum network could soon span two continents, thanks to a satellite launched earlier today. Launched at 1:40pm ET, the Quantum Science Satellite is designed to distribute quantum-encrypted keys between relay stations in China and Europe. When working as planned, the result could enable unprecedented levels of security between parties on different continents. China's new satellite would put that same fiber-based quantum communication system to work over the air, utilizing high-speed coherent lasers to connect with base stations on two different continents. The experimental satellite's payload also includes controllers and emitters related to quantum entanglement. The satellite will be the first device of its kind if the quantum equipment works as planned. According to the Wall Street Journal, the project was first proposed to the European Space Agency in 2001 but was unable to gain funding.

Reddit Tells Label It Won't Cough Up IP Address of Prerelease Music Pirate (arstechnica.com)
David Kravets, writing for Ars Technica: Reddit says it won't give Atlantic Records the IP address of a Reddit user who posted a link on the site of a single by Twenty One Pilots a week before the song's planned release. The song, "Heathens," was originally uploaded on June 15 to the file-sharing site Dropfile. That same day, the file landed on Reddit. According to a lawsuit (PDF) in New York State Supreme Court, the file was posted to the Twenty One Pilots subreddit with the title âoe[Leak] New Song -- 'Heathens'. The Poster submitted the link under the username "twentyoneheathens," according to Atlantic. Atlantic and its subsidiary label, Fueled by Ramen, want the IP address of the Reddit leaker. The company said the file fell victim to "widespread distribution" on the Internet, so the company released the single June 16, a week ahead of schedule; the label also said the early release hindered a planned rollout on Spotify, iTunes, and other platforms. Atlantic says the leaker must be an Atlantic employee who was contractually obligated not to leak the track, which is featured in the movie Suicide Squad that debuted earlier this month. Reddit, however, said that Atlantic "has failed to show that its claims are meritorious." Reddit claims Atlantic has embarked on "an impermissible fishing expedition."

EU Plans To Extend Some Telecom Rules To Web-Based Providers (reuters.com)
The European Union is planning to extend telecom rules covering security and confidentiality of communications to web services such as Microsoft's Skype and Facebook's WhatsApp which could restrict how they use encryption, reports Reuters. From the report: The rules currently only apply to telecoms providers such as Vodafone and Orange. According to an internal European Commission document seen by Reuters, the EU executive wants to extend some of the rules to web companies offering calls and messages over the Internet. Telecoms companies have long complained that web groups such as Alphabet Inc's Google, Microsoft and Facebook are more lightly regulated despite offering similar services and have called for the EU's telecoms-specific rules to be repealed. They have also said that companies such as Google and Facebook can make money from the use of customer data. Under the existing "ePrivacy Directive", telecoms operators have to protect users' communications and ensure the security of their networks and may not keep customers' location and traffic data.Reuters adds that the exact confidentiality obligations for web firms would still have to be defined.

Firefox 49 For Linux Will Ship With Plug-in Free Netflix, Amazon Prime Video Support (mozilla.org)

But until now, its users on Linux were required to use a plug-in. That changes with v49, which offers out-of-the-box support for Netflix.Mozilla plans to offer plug-in streaming for Netflix as well as Amazon Prime Video and other similar services. The v49 will be available on Linux in September. Mozilla adds that it will be removing support for NPAPI plugins from its browser in the near future, plugins that some video streaming sites rely on for playback. "Mozilla plan to support the Widevine CDM on Linux, letting users watch Netflix without plugins," the company said.

Internal 'Set Of Blunders' Crashed Australia's Census Site (cso.com.au)
Slashdot reader River Tam explains the crash of Australia's online census site, citing the account of a security researcher who says IBM and the Australian Bureau of Statistics "were offered DDoS prevention services from their upstream provider...and said they didn't need it." From an article on CSO: The ABS and IBM gambled on a plan to ask its upstream network provider to block traffic from outside Australia in the event that a denial-of-service attack was detected... Offshore traffic to the site was blocked in line with the plan, however, another attack, for which the ABS had no contingency to repel, was directed at it from within Australia. The attack crippled the firewall and the census site's operators opted to restart it and fall back to a secondary firewall. However, they forgot to check that it had the same configuration as the primary firewall. That crippled the census site.
In an unfortunate confluence of events, IBM's security warning systems started flagging some unusual activity, which indicated that information on the ABS servers was heading offshore. The site's operators, thinking the DDoS activity was a distraction, interpreted the alarms as a successful hack...these were little more than benign system logs and the technical staff monitoring the situation poorly understood it. Amid the confusion they naturally erred on the side of caution, [and] decided to pull the plug on the site... -
Linux Developer Loses GPL Suit Against VMware (itwire.com)
An anonymous Slashdot reader quotes ITWire: Linux kernel developer Christoph Hellwig has lost his case against virtualisation company VMware, which he had sued in March 2015 for violation of version 2 of the GNU General Public Licence... The case claimed that VMware had been using Hellwig's code right from 2007 and not releasing source code as required. The Linux kernel, which is released under the GNU GPL version 2, stipulates that anyone who distributes it has to provide source code for the same...
In its ruling, the court said that Hellwig had failed to prove which specific lines of code VMware had used, from among those over which he claimed ownership.
In a statement, Hellwig said he plans to appeal, adding that "The ruling concerned German evidence law; the Court did not rule on the merits of the case, i.e. the question whether or not VMware has to license the kernel of its product vSphere ESXi 5.5.0 under the terms of the GNU General Public License, version 2." The Software Freedom Conservancy has described the lawsuit as "the regretful but necessary next step in both Hellwig and Conservancy's ongoing effort to convince VMware to comply properly with the terms of the GPLv2, the license of Linux and many other Open Source and Free Software included in VMware's ESXi products." -

"The world's next energy revolution is probably no more than five or ten years away," reports The Telegraph. "Cutting-edge research into cheap and clean forms of electricity storage is moving so fast that we may never again need to build 20th Century power plants in this country..." Slashdot reader mdsolar quotes their article: The US Energy Department is funding 75 projects developing electricity storage, mobilizing teams of scientists at Harvard, MIT, Stanford, and the elite Lawrence Livermore and Oak Ridge labs in a bid for what it calls the "Holy Grail" of energy policy. You can track what they are doing at the Advanced Research Projects Agency-Energy (ARPA-E). There are plans for hydrogen bromide, or zinc-air batteries, or storage in molten glass, or next-generation flywheels, many claiming "drastic improvements" that can slash storage costs by 80pc to 90pc and reach the magical figure of $100 per kilowatt hour in relatively short order.
"Storage is a huge deal," says Ernest Moniz, the U,S. Energy Secretary and himself a nuclear physicist. He is now confident that the U.S. grid and power system will be completely "decarbonized" by the middle of the century.
One energy consultant predicts the energy storage market will be worth $90 billion in 2025 -- 100 times larger than it is today. -
America's NIST Seeks Public Comments on Cybersecurity and Cryptography (thehill.com)
An anonymous Slashdot reader writes: The National Institute of Standards and Technology has its own "Commission on Enhancing National Cybersecurity," and this week they issued a call for public comments on "current and future challenges" involving critical infrastructure cybersecurity, the concept of cybersecurity insurance, public awareness, and the internet of things (among other topics) for both the private and public sector.
Long-time Slashdot reader Presto Vivace quotes The Hill: it is specifically asking for projections on policies, economic incentives, emerging technologies, useful metrics and other current and potential solutions throughout the next decade... Comments will be due by 5 p.m. on September 9.
Internet services "have come under attack in recent years in the form of identity and intellectual property theft, deliberate and unintentional service disruption, and stolen data," writes NIST. "Steps must be taken to enhance existing efforts to increase the protection and resilience of the digital ecosystem, while maintaining a cyber environment that encourages efficiency, innovation, and economic prosperity."
Separately, NIST is also requesting comments on a new process to "solicit, evaluate, and standardize one or more quantum-resistant public-key cryptographic algorithms... If large-scale quantum computers are ever built, they will be able to break many of the public-key cryptosystems currently in use. This would seriously compromise the confidentiality and integrity of digital communications on the Internet and elsewhere... NIST plans to specify preliminary evaluation criteria for quantum-resistant public key cryptography standards." -
Facebook Rolls Out Code To Nullify Adblock Plus' Workaround (techcrunch.com)
An anonymous reader writes: The Wall Street Journal issued a report Tuesday that said Facebook will begin forcing ads to appear for all users of its desktop site, even if they use ad-blocking software. Adblock Plus, the most popular ad-blocking software, opposed Facebook's plan and found a workaround to Facebook's revision two days later. Now, TechCrunch is reporting that Facebook is well aware of Adblock Plus' workaround and their "plan to address the issue" is coming quick. "A source close to Facebook tells [TechCrunch] that today possibly within hours, the company will push an update to its site's code that will nullify Adblock Plus' workaround," reports TechCrunch. "Apparently it took two days for Adblock Plus to come up with the workaround, and only a fraction of that time for Facebook to disable it." An update on their site says, "A source says Facebook is now rolling out the code update that will disable Adblock Plus' workaround. It should reach all users soon."

This Is What the World's Spies Used Instead of MSN Messenger (vice.com)
An anonymous reader writes: What do spies use to chat online? A terribly ugly Windows programme. At least, that's what the Five Eyes intelligence alliance (made up of the US, UK, Australia, New Zealand and Canada) was using back in 2003, according to a newly released Snowden document. "The Five-Eyes SIGINT [signals intelligence] Directors will soon be using a new tool to enhance their collaboration on subjects ranging from current intelligence objectives to future collection planning," reads an issue of SID Today, the NSA's internal newsletter, dating from September 2003. InfoWorkSpace (IWS), as the tool is called, allowed text chat, audio conferencing, shared screen views, and virtual whiteboards, the newsletter explains. It adds that, at the time, some 4,000 NSA and Five Eyes employees were already using IWS to work on a number of topics, such as international terrorism, real-time collection coordination, and Operation Enduring Freedom, the term given to operations in Afghanistan from 2001 to 2014. The newsletter announcement refers to SIGINT Directors gaining access to the tool. Another Snowden document published by The Intercept notes that senior officials held their first virtual meeting with IWS around December 2003, but that "GCHQ was unable to attend due to a computer failure."

France Says Fight Against Messaging Encryption Needs Worldwide Initiative (reuters.com)
An anonymous reader shares a Reuters report: Messaging encryption, widely used by Islamist extremists to plan attacks, needs to be fought at international level, French Interior Minister Bernard Cazeneuve said on Thursday, and he wants Germany to help him promote a global initiative. He meets his German counterpart, Thomas de Maiziere, on Aug. 23 in Paris and they will discuss a European initiative with a view to launching an international action plan, Cazeneuve said. French intelligence services are struggling to intercept messages from Islamist extremists who increasingly switch from mainstream social media to encrypted messaging services, with Islamic State being a big user of such apps, including Telegram. "Many messages relating to the execution of terror attacks are sent using encryption; it is a central issue in the fight against terrorism," Cazeneuve told reporters after a government meeting on security. "France will make proposals. I have sent a number of them to my Germany colleague," he said.

Next Generation of Wireless -- 5G -- Is All Hype (backchannel.com)
Many people have promised us that 5G will be here very soon. And it will be the best thing ever. To quote Lowell McAdam, the CEO of Verizon, 5G is "wireless fiber," and to quote SK Telecom, thanks to 5G we will soon be able to "transfer holograms" because the upcoming standard is "100 times faster" than our current communications system 4G LTE. But if we were to quote Science, the distant future isn't nearly as lofty as the one promised by executives. Backchannel explains: "5G" is a marketing term. There is no 5G standard -- yet. The International Telecommunications Union plans to have standards ready by 2020. So for the moment "5G" refers to a handful of different kinds of technologies that are predicted, but not guaranteed, to emerge at some point in the next 3 to 7 years. (3GPP, a carrier consortium that will be contributing to the ITU process, said last year that until an actual standard exists, '"5G' will remain a marketing & industry term that companies will use as they see fit." At least they're candid.) At the moment, advertising something as "5G" carries no greater significance than saying it's "blazing fast" or "next generation" -- nut because "5G" sounds technical, it's good for sales. We are a long way away from actual deployment. [...] Second, this "wireless fiber" will never happen unless we have... more fiber. Real fiber, in the form of fiber optic cables reaching businesses and homes. (This is the "last mile" problem; fiber already runs between cities.) It's just plain physics. In order to work, 99% of any "5G" wireless deployment will have to be fiber running very close to every home and business. The high-frequency spectrum the carriers are planning to use wobbles billions of times a second but travels incredibly short distances and gets interfered with easily. So it's great at carrying loads of information -- every wobble can be imprinted with data -- but can't go very far at all.

FCC Loses Court Battle To Let Cities Build their Own Broadband (theverge.com)
Jacob Kastrenakes, writing for The Verge: The Federal Communications Commission's plan to let cities build their own broadband networks hit a major roadblock today, as a federal appellate court ruled that the commission was overstepping its authority. The United States Court of Appeals for the Sixth Circuit said today that the FCC is not able to, essentially, remove state laws that prevent the construction of municipal broadband networks, as it attempted to do in Wilson, North Carolina and Chattanooga, Tennessee last year. Both Wilson and Chattanooga had petitioned the FCC for permission to build out their own broadband networks -- a measure some cities are turning to in order to increase competition among internet providers, who often hold regional monopolies and more or less refuse to compete. State laws, however, prevented them from doing so; that's the case in 19 states in total, all of which could have been affected by future FCC orders had the court ruled in its favor.Ars Technica has more details.

Apple Said To Plan First Pro Laptop Overhaul in Four Years (bloomberg.com)
It's been a while since Apple upgraded most of its computer lineups. It has come to a point, where it's being advised that the Cupertino-based company should stop selling the dated inventories. But the wait will be over later this year, says Mark Gurman, the reporter with the best track record in Apple's ecosystem. Reporting for Bloomberg, Gurman says that the company will be overhauling its MacBook Pro laptop line for the first time in over four years, packing it with a range of interesting features. From the report: The updated notebooks will be thinner, include a touch screen strip for function keys, and will be offered with more powerful and efficient graphics processors for expert users such as video gamers, said the people, who asked not to be named. The most significant addition to the new MacBook Pro is a secondary display above the keyboard that replaces the standard function key row. Instead of physical keys, a strip-like screen will present functions on an as-needed basis that fit the current task or application. The smaller display will use Organic Light-Emitting Diodes, a thinner, lighter and sharper screen technology, KGI Securities analyst Ming-Chi Kuo said earlier this year. Apple's goal with the dedicated function display is to simplify keyboard shortcuts traditionally used by experienced users. The panel will theoretically display media playback controls when iTunes is open, while it could display editing commands like cut and paste during word processing tasks, the people said. The display also allows Apple to add new buttons via software updates rather than through more expensive, slower hardware refreshes. [...] Apple is using one of AMD's "Polaris" graphics chips because the design offers the power efficiency and thinness necessary to fit inside the slimmer Apple notebook, the person said.

Google: Chrome 53 Will 'De-Emphasize Flash In Favor of HTML5' Next Month (venturebeat.com)
Google announced in a blog post today that Chrome will officially start to "de-emphasize Flash in favor of HTML5." VentureBeat reports: "In September 2016, Chrome will block Flash content that loads behind the scenes, which the company estimates accounts for more than 90 percent of the Flash on the web. In December, Chrome will make HTML5 the default experience for central content, such as games and videos, except on sites that only support Flash." Google detailed next month's plan (design doc), when Chrome 53 will be released: "In September 2015, we made 'Detect and run important plugin content' the default plugin setting in Chrome, automatically pausing any cross-origin plugin content smaller than 400px in width or 300px in height. This behavior has an exception for any plugin content that is 5x5 or smaller or is an undefined size, because there was no canonical way of detecting viewability until Intersection Observer was standardized and implemented. We would now like to remove this exception and instead not load tiny, cross-origin content. If the user has their plugin setting set to the default of 'Detect and run important plugin content,' the browser will not instantiate cross-origin plugin content that is roughly 5x5 or smaller or has an undefined size. An icon will be displayed in the URL bar indicating that plugin content is not running, allowing the user to reload the page with plugin content running or open settings to add a site-wide exception. Other choices of the plugin content setting are unaffected by this launch."

Facebook Plans Commercial Launch of Rural WiFi in India (indiatimes.com)
An anonymous reader shares a report from India's Economic Times: Social networking giant Facebook is in talks with internet service providers (ISPs) to expand its Express Wi-Fi program into a commercial launch in India, having completed a pilot roll out of 125 rural public Wi-Fi hotspots in a tie-up with state-run Bharat Sanchar Nigam Ltd. Express Wi-Fi is a Mark Zuckerberg-headed Internet giant's initiative aimed at taking affordable broadband to the rural areas of the country in partnerships with internet service companies and small entrepreneurs. "Facebook is investing in the development of the connectivity ecosystem by providing techno-commercial assistance to local ISP partners and entrepreneurs," a person aware of the matter said.In a statement to Slashdot, a Facebook spokesperson said; "We are currently in the early stages of testing Express Wi-Fi with multiple local ISP partners in India." The company, however, declined to share any update on Express Wi-Fi's commercial launch in the country. It's worth noting that this is Facebook's second major attempt to capture India's market. The company's Free Basics, an initiative wherein Facebook offers its users access to select websites and services for free, was rejected by the local authority on the grounds of net neutrality. With Express Wi-Fi, the company doesn't seem to be favoring any particular service, and is making access to the entire internet available for cheap price.

US To Auction $1.6 Million Worth of Bitcoin From Various Cases (reuters.com)
An anonymous reader shares a Reuters report: The U.S. government said on Monday it plans to auction over 2,700 bitcoin that were forfeited during several cases, including the prosecution of the creator of the online black market known as Silk Road. The U.S. Marshals Service said that the online auction would be held on Aug. 22, and that potential bidders must register by Aug. 18. The bitcoin are worth about $1.6 million, according to the Bitstamp exchange. The auction is the latest by the Marshals Service of the digital currency. It completed four prior auctions from June 2014 to November 2015 of bitcoin seized during the prosecution of Ross Ulbricht, who authorities say ran Silk Road.
