China Plans Superheavy Rocket, Ups Reliability
hackingbear writes: China is conducting preliminary research on a super-heavy launch vehicle that will be used in its manned missions to the moon. Liang Xiaohong, deputy head of the China Academy of Launch Vehicle Technology, disclosed that the Long March-9 is planned to have a maximum payload of 130 tons and its first launch will take place around 2028, comparable to U.S.'s SLS Block II in terms of capability and likely beating its schedule. The China National Space Administration has started preliminary research for the Mars exploration program and is persuading the government to include the project into the country's space agenda, according to Tian Yulong, secretary-general of the administration. Separately, China's Long March series of rockets completed its 200th flight on Dec 7. It took 37 years for the Long March series to complete their first 100 flights, but only 7 years for the second 100 flights. In addition, the programclaims (link in Chinese) a success rate of 98%, on par with E.U.'s and beating U.S.'s 97% and Russia's 93% success rates.

James Watson's Nobel Medal Sells For $4.1 Million
An anonymous reader writes Scientist James Watson, who has issues with women, Africans, and the scientific community, has became the only living Nobel laureate to sell his medal after it fetched over $4 million at auction. "Watson told Nature that his motivation for selling the medal is a chance for redemption. He plans to donate some of the proceeds to Cold Spring, where he still draws a $375,000 base salary as chancellor emeritus, and also to University College Cork in Ireland to help establish an institute dedicated to the mathematician George Boole. 'I'm 52% Irish,' Watson said by way of explanation."

Twitter Use By Romney and Obama In 2012 Highlight the Speed of Social Media
HughPickens.com writes On 30 August 2012, Hollywood star Clint Eastwood took the stage to lambast President Obama. What ensued was an odd, 11-minute monologue where Eastwood conversed with an empty chair upon which an imaginary Barack Obama sat. The evening of Eastwood's speech the official campaign Twitter account @MittRomney did not mention the actor, while the Obama campaign deftly tweeted out from @BarackObama a picture of the president sitting in his chair with the words "This Seat's Taken". The picture was retweeted 59,663 times, favorited 23,887 times, and, as importantly, was featured in news articles across the country. According to Daniel Kress both campaigns sought to influence journalists in direct and indirect ways, and planned their strategic communication efforts around political events such as debates well in advance. Despite these similarities, staffers say that Obama's campaign had much greater ability to respond in real time to unfolding commentary around political events (PDF) given an organizational structure that provided digital staffers with a high degree of autonomy.
Romney's social media team did well when it practiced its strategy carefully before big events like the debates. But Obama's social media team was often quicker to respond to things and more creative. According to Kress, at extraordinary moments campaigns can exercise what Isaac Reed calls "performative power," influence over other actors' definitions of the situation and their consequent actions through well-timed, resonant, and rhetorically effective communicative action and interaction. During the Romney campaign as many as 22 staffers screened posts for Romney's social media accounts before they could go out. As Romney's digital director Zac Moffatt told Kreiss, the campaign had "the best tweets ever written by 17 people. ... It was the best they all could agree on every single time." -
Man Caught Trying To Sell Plans For New Aircraft Carrier
New submitter cyberjock1980 tips news that an engineer has been caught trying to deliver schematics for an aircraft carrier to the Egyptian government. The 35-year-old civilian received security clearance four months ago after working for the U.S. Navy since February. FBI agents made contact with him, pretending to be with the Egyptian government. They struck a deal to buy documents about the U.S.S. Gerald R. Ford, the first in a new line of improved, nuclear-powered aircraft carriers. The man sold four CAD drawings for the carrier, and was later seen photographing another set of schematics. A bond hearing is scheduled for Wednesday.

NSF Accused of Misuse of Funds In Giant Ecological Project
An anonymous reader writes: The National Science Foundation (NSF) and a contractor have been accused by both an audit and by Congress of a significant misuse of funds in a major ecological monitoring project costing almost a half a billion dollars. From the article: "With a construction budget of $433.7 million, NEON is planned to consist of 106 sites across the United States. Arrays of sensors at each site will monitor climate change and human impacts for 30 years, building an unprecedented continental-scale data set. Although some initially doubted its merits, the allure of big-data ecology eventually won over most scientists.
But a 2011 audit of the project's proposed construction budget stalled three times when, according to the independent Defense Contract Audit Agency, NEON's accounting proved so poor that the review could not be completed. Eventually, DCAA issued an adverse ruling, concluding that nearly 36% of NEON's budget proposal was questionable or undocumented.
When the NSF green-lit the project, the agency's inspector-general ordered the audit released on 24 November, which found unallowable expenses including a $25,000 winter holiday party, $11,000 to provide coffee for employees, $3,000 for board-of-directors dinners that included alcohol, $3,000 for t-shirts and other clothes, $83,000 for "business development" and $112,000 for lobbying." -
EU May Not Unify Its Data Protection Rules After All

Data protection laws, for instance, provide a confusing thicket of different regulations across the continent, and now, much to the frustration of large American Internet companies, it seems that a plan to consolidate these rules under a single EU agency are coming apart. In other EU news, reader Presto Vivace points out that German Chancellor Angel Merkel has spoken out against net neutrality. She said, "An innovation-friendly internet means that there is a guaranteed reliability for special services. These can only develop when predictable quality standards are available."

How the NSA Is Spying On Everyone: More Revelations
The Intercept has published today a story detailing documents that "reveal how the NSA plans to secretly introduce new flaws into communication systems so that they can be tapped into—a controversial tactic that security experts say could be exposing the general population to criminal hackers." The documents also describe a years-long effort, aimed at hostile and friendly regimes, from the point of view of the U.S. government, to break the security of various countries' communications networks. "Codenamed AURORAGOLD, the covert operation has monitored the content of messages sent and received by more than 1,200 email accounts associated with major cellphone network operators, intercepting confidential company planning papers that help the NSA hack into phone networks."

Woz Downplays the Significance of Apple's Startup Garage

That's how the story goes — in fact, the garage where they famously started the company was even deemed a historical site last year. Wozniak, however, doesn't really see that location as a crucial part of Apple's history. "The garage is a bit of a myth," he told Bloomberg Businessweek's Brandon Lisy when asked whether the garage was important to Apple's story. "We did no designs there, no breadboarding, no prototyping, no planning of products. We did no manufacturing there." The garage served as a familiar location for him and Jobs in the early days, Wozniak said, but that's about it. "The garage didn't service much purpose, except it was something for us to feel was our home," he said. "We had no money. You have to work out of your home when you have no money.""

Google Confirms That It's Designing Kid-Friendly Versions of Its Services

From the article: "With Google processing 40,000 search queries a second — or 1.2 trillion a year — it's a safe bet that many of those doing the Googling are kids. Little surprise then that beginning next year the tech giant plans to create specific versions of its most popular products for those 12 and younger. The most likely candidates are those that are already popular with a broad age group, such as search, YouTube and Chrome. 'The big motivator inside the company is everyone is having kids, so there's a push to change our products to be fun and safe for children,' Pavni Diwanji, the vice president of engineering charged with leading the new initiative, told USA TODAY. 'We expect this to be controversial, but the simple truth is kids already have the technology in schools and at home,' says the mother of two daughters, ages 8 and 13. 'So the better approach is to simply see to it that the tech is used in a better way.'"

Google Hopes To One Day Replace Gmail With Inbox
An anonymous reader writes Three Inbox by Gmail engineers today answered questions as part of a Reddit AMA session. Most of the answers were tidbits we've heard of before, but one stood out to us: Google plans to eventually replace Gmail with Inbox. In response to the question "Do you think Inbox will replace Gmail on the long road?," lead designer Jason Cornwell gave the following answer: "In the short term, no. In the very long term, we hope so. Inbox is something new — that's why we're launching it as a separate product. We care deeply about Gmail and Gmail users, but in the long run as we add more features to Inbox and respond to user feedback we hope that everyone will want to use Inbox instead of Gmail. Ultimately, our users will decide." The followup question asks how Google believed one email product possibly target both casual (Gmail) and power (Inbox) users, to which Cornwell replied: "They are not aimed at fundamentally different audiences. Both Gmail and Inbox are designed to scale from low volume to high volume users."

Whatever the regulatory issues, is drone delivery financially feasible? ETH Zurich professor Raffaello D'Andrea thinks it is economically feasible to deliver small packages by drone. D'Andrea is responsible for the Flying Machine Arena ("a space where flying robots live and learn") and is co-founder of Kiva Systems, the company acquired by Amazon for $775 million in cash that innovated the robotic fulfillment system that Amazon is now implementing in many of its warehouse facilities.

Dragon Age: Inquisition Reviewed and Benchmarked
MojoKid writes To say that BioWare has something to prove with Dragon Age: Inquisition is an understatement. The first Dragon Age: Origins was a colossal, sprawling, unabashed throwback to classic RPGs. Conversely, Dragon Age: Inquisition doesn't just tell an epic story, it evolves in a way that leaves you, as the Inquisitor, leading an army. Creating that sense of scope required a fundamentally different approach to gameplay. Neither Dragon Origins or Dragon Age 2 had a true "open" world in the sense that Skyrim is an open world. Instead, players clicked on a location and auto-traveled across the map from Point A to Point B. Thus, a village might be contained within a single map, while a major city might have 10-12 different locations to explore. Inquisition keeps the concept of maps as opposed to a completely open world, but it blows those maps up to gargantuan sizes. Instead of simply consisting of a single town or a bit of wilderness, the new maps in Dragon Age: Inquisition are chock-full of areas to explore, side quests, crafting materials to gather, and caves, dungeons, mountain peaks, flowing rivers, and roving bands of monsters. And Inquisition doesn't forget the small stuff — the companion quests, the fleshed-out NPCs, or the rich storytelling — it just seeks to put those events in a much larger context across a broad geographical area. Dragon Age: Inquisition is one of the best RPGs to come along in a long time. Never has a game tried to straddle both the large-scale, 10,000-foot master plan and the small-scale, intimate adventure and hit both so well. In terms of graphics performance, you might be surprised to learn that a Radeon R9 290X has better frame delivery than a GeForce GTX 980, despite the similarity in the overall frame rate. The worst frame time for an Radeon R9 290X is just 38.5ms or 26 FPS while a GeForce GTX 980 is at 46.7ms or 21 FPS. AMD takes home an overall win in Dragon Age: Inquisition currently, though Mantle support isn't really ready for prime time. In related news, hypnosec sends word that Chinese hackers claim to have cracked Denuvo DRM, the anti-piracy solution for Dragon Age: Inquisition. A Chinese hacker group has claimed that they have managed to crack Denuvo DRM — the latest anti-piracy measure to protect PC games from piracy. Introduced for the first time in FIFA 15 for PC, the Denuvo anti-piracy solution managed to keep the FIFA 15 uncracked for 2 months and Dragon Age Inquisition for a month. However, Chinese hackers claim that they have managed to rip open the DRM after fifteen days of work. The hackers have uploaded a video to prove their accomplishment. A couple of things need to be pointed out here. First,the Chinese team has merely cracked the DRM and this doesn't necessarily mean that there are working cracks out there. Also, the crack only works with Windows 7 64-bit systems and won't work on Windows 8 or Windows 7 32-bit systems for now. The team is currently working to collect hardware data on processor identification codes.

Samsung's Open Source Group Is Growing, Hiring Developers
jones_supa writes Almost two years ago, Samsung's open source team was just one person: Linux and FOSS advocate Ibrahim Haddad, head of the open source group at Samsung Research America. The new Open Source Innovation Group at Samsung is now 40 people strong, including 30 developers, devoted full-time to working on upstream projects and shepherding open source development into the company. The group is hiring aggressively and plans to double the size of the group in the coming years. Their first targets are project maintainers and key contributors to 23 open source projects that are integral to Samsung's products, including Linux, Gstreamer, FFmpeg, Blink, Webkit, EFL, and Wayland. They plan to eventually start hiring more junior open source developers as well. Just about every Samsung product, from phones and tablets to home appliances, uses open source software, said Guy Martin, senior open source strategist at Samsung. Martin also mentions the importance of funding: "You already see this in the Linux kernel, where most people who contribute are paid to contribute. And you'll see that more and more."

IoT Is the Third Big Technology 'Wave' In the Last 50 Years, Says Harvard
dcblogs writes: The Internet of Things (IoT) may be more significant in reshaping the competitive landscape than the arrival of the Internet. Its productivity potential is so powerful it will deliver a new era of prosperity. That's the argument put forth by Michael Porter, an economist at the Harvard Business School and James Heppelmann, president and CEO of PTC, in a recent Harvard Business Review essay. PTC is a product design software firm that recently acquired machine-to-machine firm Axeda Corp. In the past 50 years, IT has delivered two major transformations or "waves," as the authors describe it. The first came in the 1960s and 1970s, with IT-enabled process automation, computer-aided design and manufacturing resource planning. The second was the Internet and everything it delivered. The third is IoT. That's a strikingly sweeping claim and there will no doubt be contrarians to Porter and Heppelmann's view. But what analysts are clear about is that IoT development today is at an early stage, perhaps at a point similar to 1995, the same year Amazon and eBay went online, followed by Netflix in 1997 and Google in 1998. People understood the trend at the time, but the big picture was still out of focus.

FBI Seizes Los Angeles Schools' iPad Documents
An anonymous reader writes: The Los Angeles Unified School District had a bold (and expensive) plan to outfit its students with top-of-the-line technology: its 650,000 students will be given Apple iPads to use for school work. The cost? $1 billion. Unfortunately for them, the project has been plagued with problems. Now, the FBI has seized 20 boxes of documents regarding the district's procurement practices and confirmed an investigation. "Hundreds of students initially given the iPads last school year found ways to bypass security installations, downloading games and freely surfing the Web. Teachers complained they were not properly trained to instruct students with the new technology. And questions were raised after emails were disclosed showing that then-Superintendent John Deasy had been in communication with vendors Apple and Pearson before the contracts were put to bid."

Ben Harris Shows off the Electric Vehicle Challenge Simulator (Video)
EVChallenge is a high school student project that converts gas cars to electric. This isn't a "someday" thing. It's already happening, and Ben has worked hard to make it so in N. Carolina. There are other people around the world doing EVChallenge, and Ben does a number of things besides EVChallenge. His Kickstarter project, for instance, was called Help Bring Back Quality Science Kits (STEM Education). It closed on October 17 after 119 backers came through with $6523, which was a lot more than Ben's modest $3500 goal. This takes us to Ben's EVChallenge simulator itself, which is a simple "breadboard" simulation of the circuitry that drives an electric car so students can learn EV (electric vehicle) principles before they work on the real thing.
This is all part of the Harris Educational effort to make science teaching fun and interesting, not just with electric cars and simulations of their circuitry, but with other kits and even training services. As Ben's Training Services page says, "Harris Educational can provide face-to-face or online training for individuals, small groups, or companies. We can also help you design and implement your own training programs." Obama Offers Funding For 50,000 Police Body Cameras
An anonymous reader writes: Today President Obama announced $263 million worth of funding for law enforcement agencies around the country to outfit officers with body cameras and improve training. The money requires matching funds from state and local authorities, and the $75 million dedicated to body-cams should buy about 50,000 of them. This is in response to the recent events in Ferguson, Missouri. "Obama also plans to overhaul how the federal government disperses military equipment to local police departments, the White House said Monday. ... The Ferguson police department deployed officers wearing gas masks, military fatigues, stun guns and rubber bullets during the initial protests. Studies show the procurement of military equipment by police departments has been on the rise as law enforcement has been allowed to cheaply purchase gear originally deployed in Iraq and Afghanistan."

The police say that they will tweet details of accused intoxicated drivers, including: where, when, and who was stopped throughout December. From the article: "They're cruising the streets for embarrassing tweets. It's no secret that every year, the number of people driving under the influence of alcohol shoots up around Christmas. As part of its yearly crackdown, police in Sussex and Surrey are taking to Twitter to document the alcohol-related arrests they make on the road. Each snippet mentions where and when the motorist was pulled over, but also, more importantly, their name if they're eventually charged. Those who were stopped last year aren't getting off lightly either; officers are reportedly putting up posters to show exactly where motorists were caught over the limit."

How the FCC CIO Plans To Modernize 207 Legacy IT Systems

"When David Bray took over as CIO of the FCC last year, he found the agency saddled with 207 legacy systems, which is about one system for every eight employees in the 1,750-person agency. Bray, who is one of the youngest CIOs across the federal government, shares his plan for updating those systems to a cloud-based, common data platform, that's "ideally open source." Intel Processor Could Be In Next-Gen Google Glass
An anonymous reader points out this story that Intel could be in charge of creating the chips for the new Google Glass. Intel is expected to supply the chips for a new version of Google's Glass device in 2015, according to a report in the Wall Street Journal, citing unnamed sources. The Intel processor will replace one from Texas Instruments, which is used in the current version of Glass, which is a device that allows people to view the Internet or take pictures while wearing it on their heads. Intel hasn't commented yet. The Wall Street Journal said that Intel plans to promote Glass to hospital networks and manufacturers. Google watched the web-connected eyewear in 2012, but it carried a hefty price and was regarded as something that only nerds would wear.
