you can do this with php or python.. or anything. infact i've had a script of my own written in php with less than 3 lines of code to the exact thing for like 2 years now.
the problem gets worse because, the person running the shell can access the files (db passwords, script source) of other users. most hosting companies havent' taken care of this. and right now there are thousands of machines waiting for this. its not apache's problem. its fixed in apache 2.0
thats what you'd post in a place called news for ordinary people. but geeks know that every puny attempt at making money by the telcom can be outwitted. like.. finding exploits on the http->smsc gateway (or maybe smtp->smsc ) and then making a script that'd call that http server and send away sms's for free. to any number of numbers anywhere. would be cool eh..
Depending on the business model of the SMS center your carrier might have to pay licenses for any messages sent above a certain limit. ( say $x charged for y number of sms's above a z limit per hour.)
i found the exact opposite to be true. i learned php thru just the o'reilly pocket reference. its so much easier just to browse thru the functions and see what will suit where. and/or read it at some coffee shop just to learn what the language/library has to offer. since i know c++ i have to grasp on to java's API to learn it.. i think this book will do good for me..
if you think IE has won the browser wars i wonder why i removed ie yesterday morning ( yes, the shortcuts ) and replaced them with opera shortcuts. i think opera is just better.. much more user friendlier. it doesn't render all those new ie javascript extensions. but it does work with all the standard stuff. and most pages look exactly as if they are rendered in ie. oh yes. i forgot it is faster than ie. even loading times. i'm not going back to a browser riddled with bugs that will format my harddisk.

it happens only between IIS and Internet Explorer. with a standard server like Apache the requests are normal. thats what the author said.
