I'll brake it down like this: Tax loop holes are incentives that you have lobbied for. Other incentives are there for the government to try and control people, specifically targeting people who make money.
Accountants are also good at finding tax loop holes. That's how they generally justify what how much they cost. The security benefit is just icing on the cake.
Bureaucratic policy maker in the government and intelligence? Isn't that a bit mutually exclusive? Maybe a person could be intelligent and willfully ignorant so they could feel okay about collecting a pay check...
The problem is that once you have a process, it will be implemented my some person who has no idea what software is all about, and you'll end up with something that hinders you rather than helps. The best way to solve your problem is from the ground up, that way you get something that is easy to work with and solves your problems, not make new ones.

But on the other hand the fact that Microsoft might think Linux running on the same hardware that Windows generally runs on is a bigger threat than over priced MAC hardware running OSX is interesting enough for me.

Not much has changed in cars when you look at it like that. But there has been a lot of incremental changes that have vastly improved cars on a whole. What makes you think that OS development is any different?
Your assumption is that an honest man wants to help every one he can. In the literal sense an honest man wouldn't tell a lie, how does that have anything to do with charity?
