I know that various RAM manufacturers were being investigated last year and this year for price fixing. If it can be proven that they're knowingly telling consumers to replace their cartridges when they're not empty, then they'd be in a world of shit. (Or at least have to pay a hefty fine)... I smell class-action.

DHS was created in response to the 9/11 attacks, and responds to potential terrorist threats and attacks on US soil. They're not a group of IT guys or white hats.
