Fallout 3 is an RPG. The fact that it is not a typical RPG combat system does not make it less of an RPG. It's stat-driven combat with skills, dialogue trees, and an emphasis on story... how is that not an RPG??

What I really wish would happen more often is that the retail version could be activated on Steam (DoW: Soulstorm had this, for example). Then you get the best of both worlds, not to mention the fact that Steam games don't bother you to insert the disc (which is why I reluctantly switched from physical copies to Steam wherever possible, even though I prefer having a tangible copy of the game).

The only person I would really exempt is someone like the president of a country, where they represent every single person in the country (which can be an impossibly large number). However, pretty much anyone else should be making the effort, as their number of constituents will be more manageable.
