This is actually exactly the way real drug dealers (read: wholesale) operate on large scales, containing an area with their products. Largely on poor areas where the recruits can be harvested young and early. The young usually can't be prosecuted. At worst the social workers get notified and the child, youth, whatever gets moved. But then there are always others.

Indeed. This people knew already in 1988 when iRC first saw the first light (ok, maybe all the channelmodes wasn't implemented right away, but still) and it has worked for most of the time since then. It's a real pity that since communities started popping up everywhere, people has seem to forgotten how to tell people to fuck off.

Ok, people can always mangle their hosts and reset their IP-numbers but there are other ways of banning people nowadays aside from hosts and IP-numbers. ;) Long live the eggdrops!

You are absolutely right. However, I'd like to point out that even though owning or rather "care taking" and distribution of resources is in place, a good law for public use is very good. I am proud of our laws here in Sweden (http://en.wikipedia.org/wiki/Freedom_to_roam#Sweden) which allows all individuals to take whatever they need in the wilderness to survive and to go wherever we want and they have worked fine for 70 years now. Only been in the law though since 1994.
