The market is not well supplied, as the rate of production increases is not matching the projected increases in demand. Combine this with unsure supply outlook (Iran and Venezuela are both threatening cuts in production, and the middle east is a powder keg) and its no wonder that prices are increasing. If things continue the prices will only get higher, I'm betting on $200 a barrel by the end of the year - (esp if there is more trouble with Israel/Hezbollah).

Even if opening of private property on the moon is allowed, and it creates a rush to buy property, all that would happen is that the property speculators will buy it up cheap and sit on it until it is worth something. There is no incentive for them to do anything with it after they have brought it.
Hence your idea actually has some merit to it. If we force people to go to the moon, and "fence off" a bit of their property this could help speed up the space industry.
What surprises me is that the French got labelled as surrender-happy, when Norway, Netherlands, Belgium and Luxembourg all did the same thing, not to mention the Italians which switched sides in both world wars to avoid being the losing side.

Consider a third option, that the parameters that causes "a universe that we could exist in" also causes other positive (as in the physics notion of positive) feedback effects, within the starting variables which causes them to arrive at the "a universe that we could exist in" state. So as the tuning process is resulting in more organisation, the tuning process itself becomes hindered, and its stops because it can no longer move, due to the resulting organisation. Essentially you have arrived at the organised state, because its the only place the tuning process can stop. Note that this is just a thought experiment, I'm not actually saying this is how it is as I know very little about the physics involved.
You posed an interesting question "why is stable state so interesting", I think that its because its what we have to work with - transitional states are not very interesting to us, because they are largely useless in a practical sense.
