Personally, I don't think there will ever be an effective CAPTCHA or similar image-based technology. Someone will always come out with a better algorithm to beat them.
Part of my job involves helping people reset their passwords. I'm amazed at the number of people who insist on using their usernames, the word 'password' or some variation thereof as their password.
I hope we reclaim out civil freedoms as well; I'm really starting to miss them. Obama is not doing the job we elected him to do. This is starting to get frightening.

However, I think 99 cents is a little excessive. I think 10 cents would be plenty; I don't think that most trollers would be interested in spending even that much on a regular basis.
