It should be relatively easy to establish "rules of the sky" where the northern/eastern most plane can take either up or North/East and the southern/western most plane can take either down or South/West to avoid a collision much like (in the US) a driver should steer right to avoid one.
In effect this is already in place as planes on a collision course will invariably be at slightly different altitudes the higher one climbs whilst the lower dives. This is already standard practice in civil aviation and happens an awful lot more than the stats say as the stats don't include near misses that resulted from aborted landings (At least here in the UK).

Wouldn't it make more security sense to make a proper random number generator chip than this as one of the main holes in PKI is lack of secure access to a proper random number generator and a reliance on pseudo random number generators.

I actually got out of most of this cycle (All the systems were basically in ways very similar and in other ways radically different) by developing my own IDE (Which took a long time but work here varies seasonally) which for the majority (99.5%) of systems got dev times down from months to hours sadly that's just made the salesmen expect instant turn around which I have to keep pointing out if it won't fit in my IDE we are back to 3 months which they find hard to swallow.
who just aims to get what is functionally absolutely needed finished & tested by the deadline? Bear in mind that most of my deadlines get set by clueless salesmen who even if they consult me generally tend to ignore what I say and tell the client what the client wants to hear. I haven't implemented a fully finished system by the deadline in years simply because I can't squeeze 3 months work into 1 month.
This article is absolute rubbish anyway I know people who are pounding the streets who use CCTV on a daily basis to capture suspects. It's turning into a vital tool in law enforcement in the capital. 1 per 1000 in a year give me a break more like 3 or 4 arrests per day in Camden alone.
No everyone has the right to amend and then see the article reverted within minutes as soon as the Wikiot who has adopted the page spots it's been changed. The only way to edit it is to make a change the Wikiot likes which is normally counter to why I'd like to edit a page. I've given up on Wiki I can see to many glaring inaccuracies and am unable to fix them because the mods think the inaccurate stuff is correct.

Whilst it is true you can have more than one check digit. In the vast majority of cases only one is used which means approx %10 of errors are not detected by the check digit as they generate the same digit. If you have 2 check digits that reduces the error margin to %1.

Check digits only catch %90 of typo's the other %10 still calculate to the same check digit.
