When I installed my sub panel, code specifically PROHIBITED a ground rod at that location. All grounds are supposed to be tied to the one at the main panel. I read up on the theory (22 years ago) and it made sense, but I can't recite it now.

Now the (off-topic) flamebait: Explain to me the difference between John Ashcroft and the Taliban members. After all, he used a specious constitutional argument to force his religious views against Oregon's right-to-die law. Religious freedom AND states rights; shot to hell.
I can perceive the taillight flicker when I rapidly turn my head while keeping my eyes stationary in their orbits. And it is a FULL on-off flicker, not a variation in brightness. Under some conditions, I can hear the sample rate of some synthesizers, too.
