my guess would be they are going for the lower latitudes. launching from higher latitudes requires more fuel for the same orbit. so either they are lifting a heavier load or going for a higher orbit.

i'm no longer on an iphone, but it was itunes that i hated. with itunes i had to reboot into windows and then argue with itunes if it was the same PC i used last time. all i wanted to do was drag and drop my mp3's onto my phone so i could listen to them.
the music player on cydia(i don't remember what it was called) let me do that.
all jokes aside, if something as simple as debris falling into the pulsar will change it's spin rate, then maybe using these for navigation isn't so reliable after all.
