I thought we understood that governments build infrastructure on the premise that we all benefit in one way or another. Roads, airports, shipping ports, military, etc.
But it will benefit everyone one way or another. I'll create one analogy to emphasize why it is important in just one way:
It allows people in very rural areas to make a living by selling produce to a global market. Likewise, it allows people to buy specialised produce from very rural areas. This then encourages better postage systems in rural areas, that allows people with distant relative to communicate with each other via snail mail.
Better internet = better niche products from local areas (think jam, honey, etc) = better postal services = better community. And that's just one example. This is a monumental step forward for Britain - I should know, I live in the middle of nowhere in Scotland, but I live in the Scottish belt. My friends up in the very north must be so isolated from all the involvement even I have through the internet. Is there any wonder so many people are moving into th city? I'm rambling now, but this could even help (not majorly - I appreciate that) in slowing the growth of cities, as it presents more job opportunities for rural people.
If a file has a different hash, then it WON'T be identifiable... if it is a duplicate copy then it will have the same hash as the original and will then be identifiable. Surely then, this technology will only encourage people to modify copyrighted content?

Agreed. I know a man who, through his autism, is unable to accept when he is wrong, and simply lashes out. It would be exceptionally wrong to charge this man because of the condition he has. Gary McKinnon does not deserve to be persecuted by the Americans. They/should/ have no power over him, and the UK shouldn't be bending over and allowing America to rape our citizens. I wouldn't be surprised if that boy does die.
I do have to say, what I really want out of a browser is function, not a flashier interface.

I would agree with you there, but you must remember that many users of firefox AREN'T techies, and as such allow themselves to be wooed by such things.
