If the US government didn't WANT low oil prices they would buy up the surplus oil and stick it in the Emergency reserve stockpile they keep. And next year they can sell the oil back at $120 a barrel and make a proffit on the whole deal.
On paper the NSA is supposed to be defending America's electronic borders, but they appear to have deserted their post to go rampaging through the intertubes looking for targets of opportunity.
Lets split it into Comercial and Non Comercial. If you do something for profit it's Comercial. And have high fines for Comercial, and public service for Non Comercial.
All digital circuitry is very noisy. It generates harmonics and switching noise over a huge range of the radio spectrum, meaning it MUST have output filtering to work in the real (legal) world. Analog circuitry uses less power for the same RF output, making it a poor choice for mobile use. And if it's not mobile then you won't care about adding a few capacitors and resistors to filter the output.
The NSA has the resources to backdoor the hardware, the drivers, the baseband firmware, and the software devs working on the project. But if this sells then others will follow. And those others will improve on security.
You are assuming the company would know the legal limits of an NSL. you are assuming the company would care about legal limits. If the NSA agent makes a good case of "Terrorism" then they will likely get what they want.
If the NSA can sneak in and swipe the SIM card keys then sneaking into the factory and "updating" hard drive firmware won't pose any difficulty at all. If they alter the firmware for all hard drives to add a backdoor, that would be sufficient for their needs. As a bonus they could alter a common drive controller chip to be sensitive to RF, allowing remote exploit.
It is possible they are a group of idealists who are in way over their heads, and assume someone will fund the project once they have boots on the ground. You don't have to assume fraud, they might just be stupid.
American sanctions and persecution keep the religious hardliners in power in Iran. Just like they kept the Communists in power in Cuba. We turned China into a capitalist "Western" country (just like us) using trade and open borders, there is no reason it won't work in Iran.
If you have your own currency you can print money. That gives you liquidity, at the cost of massive currency devaluation. Currency devaluation will make Greek exports cheaper and imports more expensive- and both will greatly benefit local industry and services, creating local jobs and economic growth. Switching to their own currency will fix all their problems, unless you are rich.
Why would you want large numbers of foreigners working on national defense? You want your cyber-war troopers to have friends and family in the same country you are trying to protect to ensure their loyalty.
Why would they NEED to steal these keys? Every single cellphone company in America would need the keys so your phone would work (roaming), and American companies have proven that they will hand over anything the US Government pays for.
Illegal terms in a contract are null and void. Any contract requiring illegal activity is not a legal (enforceable) contract. It's sad that police are not experts on the law, it's worse that we have no way to force them to follow/obey the law.
We need to split the NSA into offensive and defensive sections, and hand off the offensive block to the CIA. It won't stop the spying but at least we won't get cracked by North Korea hackers. Baby steps, take this a bit at a time.
It's "only" meta-data because that's all they have admitted to. Given the resources (and secret rooms at telco switches) it's likely they record the call itself.

You assume that conflict is about getting needed resources, it's not. It's about control. It's about power over others.

Obama is a Republican, Reagan was a Democrat. (Based on actual things they did, not what they say).

I think the lack of planning, divided leadership etc still applies.

Giving anti-biotics to cattle makes them fatten up quicker. It also breeds immunity to that anti-biotic.

I think something different. Being poor is only a problem if you need money. So what happens when we design an economy that doesn't need money?

Congratulations, you have re-invented the stock exchange.
The problem with encryption is the key exchange. End to end encrypted communications is trivial once you figure out that part.
Stop passing laws the people don't support. It makes otherwise law abiding citizens lose respect for the law.

Unless you live next door to Issis, your own government IS your greatest threat.

You are assuming the question is how to best help these people, instead of how to best exploit them.
