2. For small shops, get rid of Exchange and go to Gmail. For larger get some sort of black box virus filter like what Barracuda makes on top of existing email AV. Use Spamhaus blocking lists.
3. Encourage users to use FireFox and AdBlock instead of IE when possible. Not always possible since many corporate apps only run on IE.
4. Centralize management of AV and Microsoft Updates.
5. Make user education continuous. Give real world examples of how failure to follow proper procedures can harm them and IT infrastructure.
Many classes are already moving to a web based model where you have to pay some $70 a semester for a login. Unfortunately, that is in addition to the dead tree version that runs $170 and will net you $75 on the buy back.
Since dust is so difficult to define, maybe they should set a standard for what is and is not dust. Since it came up from this mission they could call it the Plank constant. That isn't used for anything else is it?
This is less about Linux and more about going after Google's flank. They don't even have to actually go to court to stir up enough FUD to give developers and implementers second thoughts. Who wants to be tied to a product line that may spend years mired in court? While the MS lawyers may have a hard on for the idea, the corporate leaders should think long and hard about taking that approach. A lingering court case would not only takes some wind out of Google's sails, but stop MS in their tracks too. They would do better to concentrate on improving Azure.

We have been measuring our bandwidth closely using numerous methods. The test at broadband.gov match what we get from other tools.
