No, that's not hard. However, I suppose you want a finer grained time resolution, like 5 minutes or so. Otherwise it would be practically impossible to determine which apparatus is causing more-than-normal energy consumption.
There already exist devices which allow you to monitor your energy consumption by monitoring the dials in your meter box. For instance the dutch http://www.enymate.nl/artikelen/enymate_lite.
Because this measures consumption by looking at the dial it is also possible to monitor gas and water consumption, and the measurements relate directly to the upcoming bill(s).

Well, the press release states "during the fiscal year ending March 2011". That's literally between April 2010 and March 2011, but the summary could have been a bit more clear. Maybe they're aiming for the holiday season of 2010?
According to TFA, they can currently make the structures as small as 200 nm, meaning that there is "only" a factor 20 difference. To make things worse, creating this "cloak" to hide a 1 micrometer object took 3 hours, so creating a cloak for Mr. Potter will probably take years, if not decades.

Bowling, fitness, golf, various other sports games? Seriously, take a look at the Wii lineup and you'll see plenty of games that could be considered action games in the widest sense but usually aren't.
Since I suppose that 133ms + delay from your screen is quite noticeable. Too bad if you're sword fighting with a friend, 133 ms can make the difference between living or having your head roll on the floor!
You never played splitscreen on - say - the NES? Ik worked quite well, even on the small tvs people had back then. Given the average gamer now probably has a 40" full HD tv, splitting that in four shouldn't be a problem at all.
