What it accomplishes is setting a new tone.. that the Government (or at least its current leader) has reflected on this subject and identified that the past actions were heinous in nature, that an apology is warranted. Offering the apology will set the precedent that G.B.'s leadership will not condone this treatment and will expect its agents to never commit the same action lest it make the leadership look hypocritical.
This reminds me of a trip I took to Venice, Italy. I was walking around and found myself in the 'Jewish Ghetto' and permanent plaque was put up by the people of Italy apologizing for the way the Jewish people were treated. This plaque helps both the parties involved to not forget history and be doomed to repeat it.
Compared to a missile, this does little to no collateral damage, because most targets don't walk around wearing mirror-covered suits. Do you understand now?

Definitely not, bonuses for cuts is going to gut your department and leave a hollow shell this includes higher paid experienced people who are an obstacle to a managers bonus. Look to Circuit City firing it's experienced sales staff as an example.
A better approach would be zero sum budgeting. Basically your department starts with zero dollars of budget and you have to prove why you need this money. I personally wish the US Congress would go this route.

What if desktops of different manufacturers dell/hp/etc. would refuse to talk to each other on the "interwebs"... I'm too young to remember but didn't AOL Online start out not fully integrated with the rest of the internet? I think MS and Sony are hesitant to open up there networks for fear of opening the "Those owners of console X are cheating and the company is failing to do anything about it."
Maybe this is an opportunity for open source to jump into the console market that is fully integrated with PC platforming and as an added bonus will even let XBOX and PS3 connect up (I'm dreaming here). Just my ignorant opinion, but if Linux systems had a little more entertainment they might become more main stream. Maybe a console fork would help get high end card drivers faster for Linux as a whole.

Published elsewhere but not in a compiled dossier. Yes 'Joe Pofficer' owns a house that was bought on such and such date. That public record isn't tied to a photo on face book. That record doesn't also state the fact he is a police officer. When you compile a bunch of information it becomes a lot more powerful than individual facts that are publicly available.

The most reasonable thing would be to ask for a court order for her to discontinue monitoring and publishing facts of on going investigations. She fails to comply or win an appeal in court then arrest her.
I watch Bill Maher but I take him with a grain of salt. He wants legalized marijuana but would enjoy legislating what you eat. The reason I watch him is he puts at least one person on either side of the issues being discussed. He actually stopped doing this a couple times this last season, probably guest scheduling problems, but has returned to his regular format. He also calls BS when he sees it which I like but he'll take something insignificant and blow it out of proportion. I'll call it entertainment with some truth sprinkled in. I particularly like when he has the Rolling Stone Journalist on.. now that guy should have his own show.

I would argue the less financially off would order the cheapest computer he/she can for e-mail/surfing/facebook/etc. and a game console that can possibly play dvds or other media up to the tv. The less well off only want to buy one system that works and doesn't have to be upgraded.
