Use what your programming language supports. If it supports Unicode, use UTF8 as it saves space. UTF32 isn't "one character per 32 bits" so it's no easier than UTF8.
All it takes is 1 company not to do this, and the rest of those who do are screwed. When you buy a "bulb" every 6 months, you'll ask me what kind I buy when I tell you that I've bought one in my entire life. Then every manufacturer will make their own socket to lock you in because the old socket is "inefficient".

Your concern regarding everyone accessing the data at different times is dealt with in the video, and a lot of other interesting ideas are suggested as well.
I used Avira Antivir (www.free-av.com or www.freeav.com) until I found Active Virus Shield from AOL.
Benefits:

4. It updates every 4 hours instead of every 24 hours.

7. It doesn't open a window during scheduled scans.
