Stepper motors have known performance curves, so you could simply NOT send pulses to them faster than they can react. Or you can zero them (or your coordinates) periodically by returning them to their start point. Or you could have stepper motors AND a feedback loop.

Why do people insist on studying, helping, fixing the mentally ill or the drug abusers? What about those who are "healthy" but run into unfortunate events (car crash, cancer, getting laid off)? If we're going to treat society as a single organism, wouldn't we want to give to the most capable rather than the least? Where is this constant need to fix people coming from?
Why be hypocritical? We have a government that regulates every aspect of it, and occasionally is itself in the business of providing the same service that companies are. It's a fascist wet dream; just call it what it is and be done with it.
