A Russian student is asked the same. The answer: when is the exam?
Obviously, there is a small industry behind scam emails: people that harvest emails, ones that come up with "scam campaigns" (fake pay-pal or citibank solicitations), developers, IT to maintain servers, etc. It's hard to imagine that 420K scam emails an hour in UK alone are sent by a few amateurs.
A lot of commercial real estate in Silicon Valley sits empty: just drive around Santa Clara, or N 1st St in San Jose.
Why cannot it be converted to the data center space ?
Totally agree with "supply and demand" explanation.
I worked for a test & measurement company that designs oscilloscopes and protocol analyzers. That market is competitive. Everything that can be cost-cut and off-shored is already cost-cut and off-shored. But the product margins just cannot be lower than 80% ($2K bill of materials for $10K selling price). It takes a lot to design a new oscilloscope, but not too many customers to sell. It's a specialized equipment.
The answer would vary depending on the complexity of the network. A semiconductor company with mixed win/lin network and lots of different types of servers will likely to require many more IT personnel than an accounting firm of the same size but more "homogeneous" network. That's probably why there isn't much statistics on the average tech per user/computer.
In a large company a software engineer is hired to fill a well-defined position with a specific budget. There is only so much room to increase the monetary and equity compensation.
And that's subject to strict corporate guidlines.
For a soldier to detect a threat the information coming from such a uniform has to be reliable:
- it should work in different weather (rain,snow) and light conditions (day,night)
- it should detect threats moving at different speeds (bullet,running person,vehicle) and different distances (helicopter, sniper)
- it should never produce "false negative" information: it's better to detect an invalid threat rather than miss the real one
- short Microsoft stock
- long Google
- write a book on Chrome OS
- add "10 years of Chrome OS experience" to your resume
- offer PowerPC and other processors support
- register lots of Chrome OS-related URLs

Are those the same Kuril Islands that are source of the territorial dispute between Russia and Japan.
Maybe after that volcano there is a chance Russia and Japan will finally sign a peace agreement - who needs those islands anyways.

As far as I know, you can use katakana to write any foreign word. It's not absolutely necessary to add kanji characters.
