No, it would not be fair to assume that at all. Most Intel Core Duo Quads in the LGA775 form factor do not have SSE4 capabilities. At that time you had to buy a XEON or other high end quad core to get SSE4. These processors are quite happy to do 64-bit OS's.

If all you send are I frames then you have a lot more flexibility at the cost of increased bandwidth. Of course you could also use various error correction schemes as well to handle packet loss.

They only permit an exchange if the media is defective. That return policy is pushed on the retailers by the vendors to prevent piracy.
Since you seem to have read the Groklaw article you'll note that the judge's order had nothing to do with licensing and everything to do with copyright and the DMCA. Allow me to quote Groklaw for you:

They may claim its a license but do you sign a licensing agreement at the time of the transaction? No. Do you ever sign a licensing agreement? No. If you bought the software, opened it, and refused the license would they allow you to return it? No.

RTFA. It doesn't talk about inappropriate conversation but ANY conversation which could be used to build trust or friendship with a minor.
It also invalidated my install of Office 2007. Reinstalling the OS, patching and then reinstalling Office 2007 worked but what a pain.

Its possible. I've had the same issue both times I've been to Paris as well. I have not had the issue while in Munich or Amsterdam.
