GPL deals with modifications, not what you use the software for.
Are you modifying Postgre for your installs? Do you give the source code to those modifications for the people you install it for? If so, then GPL isn't an issue
If you read the article you would know that this isn't even a theoretical vunerablility in JPEG. The statement from McA boils down to "If you get a virus it might change some of your files; some of them might be JPEGs!".

The DCMA is relevant to and has force only for United States Persons. If someone in the USA downloads your source from outside of the USA, and that source violates the DCMA, the downloader is liable, not the author if the source in question is subsequently implimented in a project.

It's not even as if these files were encrypted in any form. A simple checksum or encryption would defeat this script in a heartbeat.
Go look at the script. If that's all it takes, I'd argue that the measure wasn't effective.
